Calvert Cliffs Nuclear Power Plant requests Nuclear Regulatory Commission (NRC) approval for the adoption of revised Emergency Action Levels (EALs) for use at the Calvert Cliffs Nuclear Power Plant in accordance with 10 CFR Part 50, Appendix E, Section IV(B)(1).

The revised EALs are based on Reference (a). Current Calvert Cliffs EALs are based on NEI 99-01, Revision 4.Nuclear Regulatory Commission approval is requested by February 1, 2012, with the EAL changes being implemented within 180 days after approval.

The implementation time was selected to allow operator and Emergency Response Organization familiarization.

Emergency preparedness representatives from the Maryland Department of the Environment, Maryland Department of Natural Resources, and the affected counties have reviewed and are in agreement with the proposed EAL changes.Attachment (1) provides the EAL Technical Bases (strike out version) and Attachment (2) provides the clean version. The Technical Bases document provides an explanation and rationale for each EAL.Attachment (3) provides the EAL Comparison Matrix, which provides a line-by-line comparison of the EALs contained in NEI 99-01, Revision 5 to the proposed Calvert Cliffs EALs. Offsite agency approvals are contained in Attachment (4). Also attached is a compact disk containing the EAL supporting documentation (Attachment 5).y/j 41 1 fMio-t ,-.
