Re: INDIAN POINT 2 Ted, The Region remains flexible, but the timing still depends when Emmett will be done with the SE. For planning purposes, since we expect the CMOA soon with possibly a meeting to follow on the week of 6/12, I am thinking that the Wayne Schmidt and Greg Cranston will be on site next week 6/5. They will not return till 6/19, which will allow your staff some time to review and identify any specific items you deem the inspection team should verify. Regarding staffing, I think we should have a contingency staffing in place. If by the end of next week, Ian's availability is still questionable, I suggest we look for an alternate.
Jerry Blake comes highly recommended.

Wayne is on site (IP2) this week. He and Greg Cranston will be on site the next two weeks as well. If you can swing it, it would be nice to get Ian to the site next week, and Ian and Manu the following week. I'll be on site next week for a formal entrance.

Hopefully we can get this set up shortly but at this point I am not sure how long this takes. Region I has already started the inspection so we will push it as fast as we can. IP2 SG inspection Wayne, Attempt to complete the fault tree or barrier analysis for the SG tube failure to facilitate identifying potential performance issues. In effect, it is many of the things which you have already flagged for review. Include as a starting point the EPRI guidelines.
Mike Modes will provide some assistance but he would need copies of the EPRI guidelines.
When we put the draft together, we need to run it by Ted Sullivan's group to comment or identify any faults or barriers we may have missed, but should be reviewed..
There needs to sensitivity that NRR is still the lead for the root cause/assessment of the licensee's 1997 performance.
While the region's role is to facilitate the framework for gathering information in developing this assessment, the technical expertise resides in NRR, not the region. As a result, NRR will be put into the position of defending any conclusions on 1997 performance.
Ted, The above guidance to Wayne is for your info. Let me know if you have any suggestions or different approach.

Re: IP2 SG inspection David, Please let me know the revision numbers that you need and I will ask John Tsao to get a copy to you. Your message says that "NRR is still the lead for the root cause/assessment of the licensee's 1997 performance." It may just be semantics but I don't see it the way you characterize it. We are not working on assessing 1997 performance.
It will not be addressed, per se, in our SE and the lessons learned group will not be doing any original work on the licensee's 1997 performance.
Rather the lessons learned group will rely on what has been written and interviews.
The lead for assessing 1997 performance is with you in your inspection effort. I agree with your statement that we have the technical expertise and that we need to support you. We will both need to be able to defend the results.

IP2 SG Inspection Attached is revision 2 of the SG inspection plan, which incorporates comments received to this point. Please let me know of any furthur comments.
Current status of the inspection:
