Dear Jean Fleming:

The Indian Point Energy Center (IPEC) facility received an exemption from certain emergency preparedness requirements on November 1, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23067A082). This exemption has since been implemented at IPEC and includes reductions in the requirements for emergency communication capabilities. As such, Holtec Decommissioning International, LLC (HDI), the licensee), requested that the U.S. Nuclear Regulatory Commission (NRC) discontinue the morning authentication code calls between the IPEC control room and the NRC Headquarters Operations Center.

This email serves to acknowledge and accept the request made by HDI, on behalf of Holtec Indian Point 2, LLC (IP2) and Holtec Indian Point 3, LLC (IP3), collectively referred to as IPEC, to be removed from the NRC headquarters operations officer (HOO) morning authentication code calls. With the final HOO call completed on January 8, 2024, the NRCs authentication call listing has been revised and IPEC will no longer receive the morning authentication code calls.

As per NRC Management Directive 8.18, NRC Generic Communications Program, the IPEC point-of-contact data for the site Security Manager and the Central Alarm Station shall be maintained and updated quarterly for the NRC Headquarters Operations Center.

In accordance with 10 CFR Section 2.390, Public inspections, exemptions, requests for withholding, of the NRCs Agency Rules of Practice and Procedure, a copy of this email will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS. ADAMS is accessible from the NRC website at https://www.nrc.gov/reading-rm/adams.html.
