Re: INDIAN POINT 2 Ted, The Region remains flexible, but the timing still depends when Emmett will be done with the SE.
For planning purposes, since we expect the CMOA soon with possibly a meeting to follow on the week of 6/12, I am thinking that the Wayne Schmidt and Greg Cranston will be on site next week 6/5. They will not return till 6/19, which will allow your staff some time to review and identify any specific items you deem the inspection team should verify. Regarding staffing, I think we should have a contingency staffing in place. If by the end of next week, Ian's availability is still questionable, I suggest we look for an alternate.
Jerry Blake comes highly recommended. I would have to go to Region II ( I have not yet approached them).

David, The contract with Manu isn't working out. I don't think that I can get the consultant arrangement with Ian worked out as fast as you are indicating. If I can't get Ian on board for a couple more weeks, will we be overtaken by events? I will push hard on this but I don't know how long it will take.

Sounds like you've made progress. Wayne is on site (IP2) this week. He and Greg Cranston will be on site the next two weeks as well. If you can swing it, it would be nice to get Ian to the site next week, and Ian and Manu the following week. I'll be on site next week for a formal entrance. Wayne is planning for Wednesday.

Ian, I need some information from you to complete a form to request your appointment as a consultant, per our conversation last Saturday. The info that I need is:
First, Middle and Last Name Date of Birth Address Phone Number Date of Retirement Social Security Number Type of clearance you had when you retired (Q or L)
Grade and Step at retirement I will use this info to fill out a form and Bernie will be sending you some additional forms to fill out.
Hopefully we can get this set up shortly but at this point I am not sure how long this takes. Region I has already started the inspection so we will push it as fast as we can.

Your message says that "NRR is still the lead for the root cause/assessment of the licensee's 1997 performance." It may just be semantics but I don't see it the way you characterize it. We are not working on assessing 1997 performance. It will not be addressed, per se, in our SE and the lessons learned group will not be doing any original work on the licensee's 1997 performance. Rather the lessons learned group will rely on what has been written and interviews. The lead for assessing 1997 performance is with you in your inspection effort. I agree with your statement that we have the technical expertise and that we need to support you. We will both need to be able to defend the results.

IP2 SG Inspection Attached is revision 2 of the SG inspection plan, which incorporates comments received to this point.
Please let me know of any furthur comments.
Current status of the inspection:
- 1. Onsite this week and week of 6/19.
- 2. Up to this point, the team has been in a data gathering mode, with inspection in earnest to begin this week and an formal entrance on Wed.
- 3. Mike Modes, Greg Cranston and Wayne Schmidt developing an barrier analysis, which is estimated to be complete by next week.
