SUBJECT: WATTS BAR NUCLEAR PLANT- NRC INSPECTION REPORT05000390/2007403

Dear Mr. Campbell:

This refers to an in-office inspection conducted from May 16 - 18, 2007.

The purpose of theinspection was to verify that the program at your Watts Bar Nuclear Plant to transport or deliverto a carrier for transportation, items containing radioactive materials quantities of concern (RAMQC) has effectively implemented the additional security measures (ASM) imposed by U.S.

NRC Order EA-05-007, "Imposing Additional Security Measures on the Transportation of RAMQC," issued July 19, 2005, and to verify that the Safeguards Information - Modified Handling (SGI-M) protection requirements specified in NRC Order EA-04-0191, "Imposing Requirements for the Protection of Certain Safeguards Information," issued November 5, 2004, have been successfully incorporated into your information protection strategy. At the conclusion of the inspection, the findings were discussed with J. Bushnell and members of your staff. Areas examined during the inspection included physical security protection programs. Withinthese areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progress.Based on the results of this inspection no findings were identified.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will beavailable electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system, ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the PublicElectronic Reading Room). TVA2 However, because of the security-related concerns contained in the enclosure, and inaccordance with 10 CFR 2.390 a copy of this letter's enclosure will not be available for public inspection.In accordance with 10 CFR 2.390(b)(1)(ii), the NRC is waiving the affidavit requirements foryour response, if any. This practice will ensure that your response will not be made available electronically for public inspection in the NRC Public Document Room or from the NRC's document system, ADAMS. If Safeguards Information is necessary to provide an acceptable response, please provide the level of protection described in 10 CFR 73.21. Otherwise, mark your entire response "Security Related Information-Withhold Under 10 CFR 2.390" and follow the instructions for withholding in 10 CFR 2.390 (b)(1).Should you have any questions concerning this letter, please contact us.
