MEETING BETWEEN THE U.S. NUCLEAR REGULATORYCOMMISSION AND THE NUCLEAR ENERGY INSTITUTE ON AUGUST 19, 2004 TO DISCUSS SEVERE ACCIDENT MITIGATION ALTERNATIVES ANALYSESThe U.S. Nuclear Regulatory Commission (NRC) staff (the staff) met with Nuclear EnergyInstitute (NEI) and utility representatives on August 19, 2004, to discuss difficulties that license renewal applicants have been experiencing in responding to NRC staff requests for additional information (RAIs) on severe accident mitigation alternatives (SAMA) analyses. A list of meeting attendees is provided in Enclosure 1. NEI provided its presentation slides to the NRC in advance of the meeting to serve as an agenda. A copy of NEI's presentation slides and meeting handout is provided in Enclosure 2. Following is a summary of the discussions.Opening statements were made by Richard Emch, NRC's meeting facilitator; Pao-Tsin Kuo, theDirector of NRC's License Renewal and Environmental Impacts Program; Fred Emerson, NEI Project Manager; and John Tappert, Chief of NRC's Environmental Section. Bill Watson of Dominion Nuclear Connecticut narrated the industry's presentation discussing areas of difficulty and recommending potential solutions to improve the SAMA development and review process.

The industry handout provided example RAIs to help illustrate some of the issues. Conducting the SAMA analyses and responding to the staff's RAIs have proved to be expensive; three applicants estimated that the SAMA analyses and responses to RAIs cost several hundred thousand dollars, constituting about half of the cost of the overall environmental review. NEI indicated that the purpose of the meeting was to find ways to provide SAMA analyses that would not require substantial RAIs and to respond more cost-effectively to SAMA RAIs.

Significant discussion focused on treating analyses uncertainties, quantifying external event risks, and developing lower cost SAMAs such as use of non-safety grade equipment. It was agreed that NEI would take the lead in developing guidance to improve SAMA analyses; NEI planned to prepare an outline and schedule for the guidance document within about one month.Mark Rubin, a Section Chief in NRC's Probabilistic Safety Assessment Branch (SPSB)responsible for SAMA reviews, agreed that NRC resources will be made available to discuss proposed guidance developed by the NEI group. This guidance should reduce the amount of resources required by SPSB to review SAMA applications. There was also some discussion of NRC

's logistical methods for conducting the review ofSAMA analyses. No changes in review process were agreed upon by the NRC.
