DIABLO CANYON POWER PLANT, UNIT NO. 2 - REVIEW OF STEAM GENERATOR TUBE INSPECTION REPORTS FOR THE 2004 OUTAGE (TAC NO. MC9301)

Dear Mr. Keenan:

By letters dated November 30, 2004, March 16, and August 25, 2005 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML043430465, ML050820052, and ML052440285, respectively), Pacific Gas and Electric Company, the licensee for Diablo Canyon Power Plant (DCPP), Unit No. 2, submitted reports summarizing several aspects of the steam generator tube inspections performed at DCPP, Unit No. 2, during their 2004 twelfth refueling outage (2R12). Additional information concerning the 2004 steam generator tube inspections at DCPP, Unit No. 2, was summarized by the Nuclear Regulatory Commission (NRC) staff in a letter dated January 4, 2005 (ADAMS Accession No. ML043570323). The NRC staff's review of these reports is documented in letter dated October 25, 2005 (ADAMS Accession No.

ML052860374).

By letter dated December 16, 2005 (ADAMS Accession No. ML053560067), the licensee provided additional information regarding the 2004 outage (2R12) at DCPP, Unit No. 2, to satisfy the requirements of Technical Specification 5.6.10.b. The NRC staff reviewed this submittal and concludes that the licensee provided the information required by its technical specifications. In addition, the NRC staff did not identify any issues that were not previously addressed in the review dated October 25, 2005.
