  • JOINT INTERVENORS ANSWERS TO APPLICANTS SUPPLEMENTAL INTERROGATORIES Now before the Atomic Safety & Licensing Board comes, Joint Intervenors, Oystershell Alliance, Inc. and Save Our Wetlands, Inc., and give answer to Applicant's Supplemental Interrogatories, dated February 19,1980, as follows:

28-1 1000-1300 pounds of hydrogen gas. This figure was the amount generated in the primary system at Three Mile Island, Unit 2. The estimate is based on inadequately cooled zircoloy cladding combining with the oxygen in the reactor cores' steam to form hydrogen (Kemeny Commission Report, p. 30).

28-2 " Dangerous quantities" of hydrogen are those that could press the cooling water below the core or generates an ' explosive' mixture of oxygen.

Overheating can occur in the core in many ways. Cladding material reacts 1

with steam to release hydrogen. I 28-3 Section 6.2.5 of the FSAR does not adequately provide plans for the elimination of dangerous hydrogen quantities in the following areas:

(1) Containment Hydrogen Indication 2.1.9 of " Discussion of Lessons Learned Short Term Requirements."

(3) The Combustible Gas Ccntrol System is designed to control a 4%

cladding reaction (FSAR 6.2.5.3(b)]. This gives an error factor of 5 over the accident design level of 10 CFR 50.46(3). However, Three Mile Island, Unit 2 suffered cladding failure of 44 -63 (Kemeny Commission Report, page 30). The CGCS is underdesigned, therefore, by an order of magnitude.
