.Therehavebeenunacceptablesnubbersidentifiedduringpreviousinspections.However,thestatementwasmadetoprovideperspectiveonthe numberofsnubberfailuresroutinelyidentifiedduringtheperiodicinspections.(2)Thesafety-relatedsmallboresnubbersinUnit2aregroupedintooneinaccessiblepopulation.Wegroupthetwelve(12)Unit2largeboresnubbersintoaseparateinaccessiblepopulation.

NRC Question 3:TRMpage3.7.5-5,secondparagraph,fifthline,states"Ifthefailureisdeterminedtobegeneric,anadditional10%ofthattypeofsnubbershallbefunctionallytested.Ifthefailureisdeterminedtobenon-generic,anadditional10%ofthattypesnubberwillbetestedduringthenextfunctionaltestperiod."Pleaseexplainthefollowing:a.Providedetailsabout"generic"and"non-generic"failures,andprovidethesectionnumberoftheOM-4Code,whichisbeingusedforthisrequirement.b.Define"functionaltestperiod,"andprovidejustificationtodelaytherequiredadditionaltestingtothenextfunctionaltestperiod.(Note:theCoderequiresthatadditionalfunctionaltestingtobeperformedinthesameperiod/interval.)

Dominion Response:ItisourpositionthattheexaminationandtestingperformedonsafetyrelatedsnubbersbasedontheexistingTRMrequirements,maintenanceproceduresandcorrectiveactionprogramprovideacomprehensiveprogramtoensurethereliableoperationofthesecomponents.Insomeaspects,ourprogramexceedsthatrequiredbytheASMEOMcodeandweconcludetheexistingprogramprovidesanacceptablelevelofqualityandsafety.TheintentoftheASMEOMcodeistoensurethereliableoperationofthesnubbers.Thus,NorthAnnabelievesthattheexistingsnubberprogram accomplishesthiswithouttheadditionaladministrativeburdenthatimplementingtheASMEOMcodeinaverbatimmannerwouldrequire.ThisapproachwasapprovedforNorthAnnaUnit1inaJune10
