Table 1 of the attachment to this letter provides the Florida Power and Light Company (FPL) 10 CFR 50.46 Peak Cladding Temperature (PCT) 2013 reports for Turkey Point Units 3 and 4.FPL letter L-2013-108 (Reference 1), submitted the 2012 10 CFR 50.46 annual report. The 2012 annual report documented the Extended Power Uprate (EPU) LBLOCA PCT of 2164°F and EPU SBLOCA PCT of 1231 OF for Turkey Point Unit 3. The 2012 annual report documented the Pre-EPU LBLOCA PCT of 1917OF and Pre-EPU SBLOCA PCT of 1689 0 F for Turkey Point Unit 4.FPL letter L-2013-032 (Reference 2), submitted the 30-day special report updating the Turkey Point Unit 4 LBLOCA and SBLOCA PCTs as a result of EPU implementation.

The special report documented an EPU LBLOCA PCT of 2164°F and EPU SBLOCA PCT of 1231'F for Turkey Point Unit 4.FPL letter L-2013-237 (Reference

3) submitted the Turkey Point Units 3 and 4 30-day special report documenting several errors in the LBLOCA EM for 2013. The LBLOCA PCT reported for Turkey Point Units 3 and 4 was 2115°F with a cumulative change of 71°F. The SBLOCA EM was not affected by the identified errors.Table 1 of the attachment to this letter provides the Turkey Point Units 3 and 4 2013 Annual Summary listing all the changes and errors identified by Westinghouse in 2013 in the LBLOCA and SBLOCA EMs. Based on Table 1 of the attachment to this letter, the 2013 Turkey Point Units 3 and 4 LBLOCA and SBLOCA PCTs are 2115OF and 1231 OF, respectively.

The PCT cumulative changes are 71 OF for LBLOCA and 0 OF for SBLOCA, respectively.

10 CFR 50.46(a)(3)(ii) also requires that a schedule for reanalysis be provided or compliance with the requirements of the regulation be shown if the error is significant.

Compliance with 10 CFR 50.46 requirements is demonstrated by total estimated LBLOCA and SBLOCA PCTs of 2115'F and 1231 OF, respectively, both remaining below the limit of 2200 0 F.10 CFR 50.46 30-Day Special Report FPL letter L-2014-037 (Reference

4) submitted the Turkey Point Units 3 and 4 30-day special report documenting the LBLOCA EM error identified by Westinghouse in 2013 and reported to FPL by letter dated January 31, 2014 (Reference 5). The LBLOCA EM error in the calculation of the burst strain performed by the HOTSPOT code resulted in an estimated PCT impact of+18 0 F. The LBLOCA PCT reported for Turkey Point Units 3 and 4 was 2133°F with a cumulative change of 89°F due to the EM error. The SBLOCA EM was not affected by the identified errors.On March 18, 2014 (Reference 6), Westinghouse identified several LBLOCA errors not previously reported.

The EM errors had a 0 °F impact in the LBLOCA PCT. Table 2 of the attachment to this letter provides the Units 3 and 4 30-day special report for the LBLOCA EM L-2014-084 Page 3 of 3 errors identified by Reference

The LBLOCA PCT reported for Turkey Point Units 3 and 4 is 2133°F with a cumulative change of 89 0 F due to the EM errors.10 CFR 50.46(a)(3)(ii) requires that changes to the LBLOCA EM and SBLOCA EM PCTs exceeding 50°F be reported to the NRC within 30 days. In accordance with 10 CFR 50.46(a)(3)(ii), Table 2 of the attachment to this letter meets the 30-day reporting requirement for the LBLOCA EM error not previously reported.10 CFR 50.46(a)(3)(ii) also requires that a schedule for reanalysis be provided or compliance with the requirements of the regulation be shown if the error is significant.
