In Reference 2, 3, and 4, PG&E provided updates on the project status, identified its intent to pursue a change to install generator circuit breakers, and provided revisions to the LAR submittal commitment date.   • Wolf Creek Document Control Desk June 30, 2015 Page 2 PG&E Letter DCL-15-079 Subsequently, PG&E determined that changes necessary to fully address the violation by establishing compliance with General Design Criteria (GDC)-17 for the 500 kV offsite power system could be implemented independently from the generator circuit breaker LAR. The issues raised by the violation have accordingly been resolved, and the LAR is not required to establish compliance.

Therefore, PG&E is withdrawing the voluntary regulatory commitment (as defined in NEI 99-04) discussed in References 1 through 4. PG&E intends to continue the process of preparing a design change to install generator circuit breakers as an enhancement to the facility, and will do so via routine coordination with the NRC Project Manager for Diablo Canyon Power Plant.
