SPDSPage2of6I.DESCRIPTI0NThepurposeoftheSafetyParameter DisplaySystem(SPDS)istoassistcontrolroompersonnel inevaluating thesafetystatusoftheplant.'he SPDSatSt.Lucieprovidesacontinuous displayofawidevarietyofplantparameters ona19"CRTcentrally locatedinthecontrolroom.InputstotheSt.LucieSPDSareobtainedviaexistingplantinstrumentation, processed throughacentralcomputer, andthendisplayed onCRTs.TherearethreeprimarydisplaysthatmaybeshownontheCRTs,oneforeachmajormodeofoperation
-normal,heatup/cooldown, andshutdowncoolingmodes.Thenecessary plantparameters aredisplayed ineach'modetoallowthecontrolroomoperatortoadequately assessplantsafetystatusforavarietyofnormalandabnormalplantoperating conditions.
Supplementalparametersandtrendinginformation canalsobedisplayed.
Alistingofchosenparameters fortheprimarydisplaysissuppliedinTable1.II.BASISFORPARANETER SELECTION NRCGenericLetter82-33entitled"Supplement1toNUREG-0737RequirementsforEmergencyResponseCapability" requiresthat,asaminimum,theSP0Sshouldprovideinformation toplantoperators about:i)-)iii)iv)v)Reactivity ControlReactorcorecoolingandheatremovalfromtheprimarysystemReactorcoolantsystemintegrity Radioactivity controlContainment Integrity Additional guidanceusedtoselectSPDSparameters wasobtainedfromworkperformed byautilityownersgroup,Regulatory Guide1.97,andoperating experience.
Thebasisfortheparameters selectedtomeettherequirements ofeachofthefiveareasidentified inGenericLetter82-33isasfollows:Reactivit ControlThepurposeofmonitoring areactivity controiparameteristoprovidetotheoperatorthestatusoffluxconditions withinthereactorcore.Inorder.toassessthereactorcorefluxconditions itisnecessary tomonltotreactorpowerinallrangesandrateofchangeofpower.Therefore, theSPDSmonitorsthestartuprange,widerangelogarithmic andpowerrangenuclearinstruments.
Thisprovidesthemeanstomonitorcore.fluxconditions throughout allrangesofreactoroperation.
Changesinfluxconditions aremonitored'on theSPDSbythestartuprateindication.
Inadditiontotheseparameters, reactortripstatusisalsodisplayed toprovidetheoperatoradditional information onreactivity controlsystemsstatus.TheSPDS'monitors corepower,startuprate,andreactortripstatus.Basedontheaboveevaluation, theseparameters aresufficient toprovidetheoperatorwithindication ofreactivitiy controlforarangeofplantconditions.
SPDSPage3of62.ReactorCoreCoolinandHeatRemovalfromthePrimarSstemTheobjective inthisareaistoprovidesufficient indication suchthatanoperatorcandetermine, ifthereactorcoreisbeingadequately cooledandheatisbeingcontinuously removedfromthissystem.Toensureadequatecorecoolingandheatremoval,itisnecessary toensurethereisflowthroughthecoreandthataheatsinkisavailable toremoveheatfromthecore.Therearethreeseparatecasesthatmustmeetthesecriteria:
RCSintegrity maintained, lossofRCSintegrity, andshutdowncooling.'IInthecasewhereRCSintegrity ismaintained, flowthroughthecoremustfirstbeestablished.
Coreexittemperatures andcoldlegtemperatures aremonitored onSPDStoassurethatthereisadifferential temperature acrossthecoreandheatisbeingremoved.Subcooling marginassuresthereisnovoidformation thatmightimpedenaturalcirculation throughthecorewhenthereisnoforcedflow.Theprimaryheatsinkforthiscasewouldbethesteamgenerators.
Steamgenerator levelsandpressures provideindication thatthesteamgenerators areavailable asprimaryheatsinks.InthecasewhereRCSintegrity isnotmaintained (i.e.,LOCA)theSafetyInjection Actuation messageonSPDSindicates thatcoolingwaterisgoingtothereactorcoolantsystem.Coreexittemperatures aremonitored toassurethatheatisbeingremoved.Thereactorvessellevelmonitorindicates theextenttowhichthecoreiscoveredwithwater.Finally,forthespecialcaseofshutdowncooling,aseparatedisplayprovidesindication ofshutdowncoolingflowandtemperatures.
This,combinedwithcoreexittemperatures, isapositiveindication ofheatremoval.Thesemonitored parameters-coreexittemperature,coldlegtemperatures, subcooled margin,steamgenerator level,steamgenerator
- pressure, reactorvessellevel,shutdowncoolingtemperatures andflowandthesafetyinjection actuation message-aresufficient fortheoperatortoassessreactorcorecoolingforarangeofplantconditions.
30RCSInteritTheobjective ofthisareaistoprovidesufficient indication suchthatanoperator'candetermine
'ifallprimarycoolantsystemboundaries areintact,thusmaintaining coolantinventory forcorecooling.RCSintegrity maybebreachedeitherintheformofaLossOfCoolantAccident(LOCA)tocontainment orasaSteamGenerator TubeRupture(SGTR).Pressurizer level,pressurizer pressureandreactorvessellevelareusedtoprovidetheoperatorwithindication ofaproperlymaintained ReactorCoolantSystemboundary.
SPDSPage4of6Additional indication ofafailureofRCSintegrity intheformofaLOCAcanbedetermined bycontainment radiation orbythecontainment environment indication.
Thecontainment environment indication willalarmifanyofitsinputparameters
-containment temperature, pressureorsumplevel-exceedsetlimits.Indication ofafailureofRCSintegrity intheformofaSteamGenerator TubeRupture(SGTR)isprovidedbysteamgenerator levelsandpressures andbythesecondary radiation indication.
Risingsteamgenerator levelisoneindication ofanSGTR.Thesecondary radiation indication willalarmifeitherofitsinputs,thesteamgenerator blowdownradiation orairejectorradiation
- monitors, exceedssetlimits.ASGTRcouldcauseasecondary radiation alarm.Additionally, chargingandletdownsystemflowsarealsodisplayed.
Increased chargingflowisthefirstsignofasmallbreachinRCSintegrity.
Thesemonitored parameters-pressurizer
- pressure, pressurizer level,reactorvessellevel,containment environment, containment radiation, secondary radiation, steamgenerator levels,steamgenerator pressures, andchargingandletdownflows-aresufficient toassessRCSintegrity forarangeofoperating conditions.
RadioactivitControlTheobjective ofthisareaistoprovidesufficient indication suchthatanoperatorcandetermine thatnoradioactive substances arebeingreleasedtotheenvironment inanuncontrolled manner.Radioactive productscanbereleasedfromtheRCSintoeitherthecontainment duringaLOCAorintothesecondary sideduringasteamgenerator tuberupture.Radioactivity controlis,therefore, monitored intwoways,bythecontainment radiation indication andbythesecondary radiation indication.
Containment radiation issuppliedasadigitalindication from1to108R/hr.,Ahighradiation signalalsocausesacontainment isolation signaltobeinitiated topreventuncontrolled releasetotheenvironment.Thesecondary radiation indication willalarmifeitherofitsmonitored inputs-airejectorradiation orsteamgenerator blowdownradiation-exceedsspecified lim,its.Theseindications
-containment radiation andsecondary radiation-providetheoperatorwithindication ofanypotential uncontrolled

- pressure, andsumplevelasinputs.Shouldanyoftheseparameters gooutofestablished limits,analarmwilloccur.Thisprovidesanindication thatcontainment integrity isbeingchallenged, andcorrective actionsshouldbetakenbytheoperator.
Themessagefora-SafetyInjection Actuation Signal(SIAS)onthedisplaywillinferthataContainment Isolation Signal(CIS)hasbeeninitiated (CISoccursonSIAS).Theseindications
-containment environment andSafetyInjection actuation
-inconjunction withtheRCSintegrity parameters providetheessential information toassesscontainment integrity.
Basedontheaboveinformation, theSPDSdisplaysprovidesufficient information forthecontrolroomoperatortoassessplantstatusduringheatup-cooldown, normaloperation, shutdownoperation, andforawiderangeofpostulated plantaccidents including HainSteamLineBreaks(HSL6),LOCA's,SGTR's,andBoronDilutionEvents.III.SAFETYANALYSISTheSafetyParameter DisplaySystemisanonwafety, non-seismic system(withtheexception oftheisolation system).Itisapassive,monitoring andindication systemonly,anddoesnotinteractwiththeautomatic initiation ofanyprotection system.Allmodifications tosafety-class IEcircuitswhereSPDSinputsareobtainedsatisfytheisolation and'qualification requirements ofFSARSection7.1and7.5.OnlySafetyClassIEequipment isusedandseparation isprovidedbyroutingwiresthroughtotallyenclosedmetallicwirewaysdedicated toeachsafetydivisionandterminating intheClassIETermination Cabinets.
Furthermore, allinterface betweensafetyandnon-safety signalsarethrough:,.isolation devicesfully,qualified andinstalled toIEEE-323-1974 andIEEE-344-1975standards.
Finally,implementation oftheSPDSwillrequirenochangestotheplant'sTechnical Specifications.
Basedontheaboveinformation, ithasbeendetermined thatinstallation andoperation oftheSPDSdoesnotconstitute anunreviewed safetyquestioninaccordance with10CFR50.59.
SPDSPage6of6IV.IHPLEHENTATI0NInFPLletterL-83-236, datedApril15,1983,FPLcommitted tohavetheSafetyParameter DisplaySystem(SPDS)fullyoperable, including trainingofoperators, bytheFall1984outageatSt.LucieUnit1.DuetotheextendedoutageatSt.Lucie1toremovetheThermalShield,thenextoutageatUnit1isnotplanneduntilFall1985(cycle7).BecausetheSPDSinstallation canonlybecompleted duringaplantoutage,finalcompletion oftheSPDSwillbedelayeduntilFall1985.Therefore, FPLwillhavetheSPDSfullyoperable, including trainingofoperators, priortostartupfollowing theFall1985outageatSt.LucieUnit1.
