Dear Chairman Ahearne:

I write to express my ccncern fer yet ancther delay in the issuance of the Shoreham Nuclear Power Station's Safety Evalua-tion Repor (SIR) in your first scnthly status report Oc the 3evill Subec=mittee dated November 21, 1980. I am quite dis-tressed to note that the date has been moved back another six months to June, 1981. Let me tell ycu why I questien this fur-

! ther delay.

j Prior to Three Mile Island, nearly two years ago, issuance l of :his report seemed i=minent. Moreover , just ene month before i the Bevill report, a member of ycur staff indicated in a memo l respcnding to my request for a status report en Shoreham that the l

SER would be issued in late December, 1980, with operating license I hearings to begin in April,1981 and completed by the end of the ye ar . Fuel loading was set for September, 1982. I would appre-ciate your clarificatien of what happened during the thirty days between these two reports to justify this additional si.x scnths delay.

Further, I am ccacerned that the time frame you draw in this report is unrealistic to the point where the Shoreham facility could possibly be physically ready to lead fuel before the opera-ting licensing proceedings are ec=pleted. Fcr example , the 3evill reocr: troieces ccmolecion of the hearing crocess during the holi-day-lad'en period be' tween Nove=ber , 1981 an'd Ma,echi, 1982. Given past experience with the protrac:ed hearing msses en Long Is-land, and the recent actions ~ enabling intervencrs to make additicnal public challenges to new requirements for reactors , 4have. is good reason to cuestion whether this 5-menth ceriod will be adequate er even f easib'le.
