1.0 INTRODUCTION

In accordancewiththeprovisionof10CFR50.90,Dominion Nuclear Connecticut, Inc.(DNC)is submittingalicense amendmentrequesttochangethe Millstone Power Station EmergencyPlanfor Millstone Units 1,2,and3andthe Independent Spent Fuel Storage Installation(ISFSI)atthe MillstonePowerStation. The proposedchangereplacesthe emergencyplanpositionof Emergency Medical Technician(EMT)witha licenseefirstaidteam.Thischangeis consistentwiththe planning standards and evaluationcriterionof NUREG-0654/FEMA-REP-1,Revision1, Section 11.0.3.Theplan,aschanged,would continuetomeetthe standardsin10CFR 50.47(b)andthe requirements in AppendixEto10CFR50.DNChasreviewedthe proposed change in accordancewith10CFR50.54(q),and, although the proposed change meets regulatory standardsandrequirements,has determined this change will decrease the effectivenessoftheexistingapproved emergency plan.2.0 BACKGROUND Millstone Power Station EmergencyPlanTable5-1,Station Emergency Response Organization, combinesthemajor functionalareasof firefightingandthe first-aid portionofRescue OperationsandFirst-Aid.Theplan currently specifies emergency medical trainingfortheFireBrigadeattheEMTlevel.RequiringtrainingatEMTlevel represents an overcommitmentwithrespectto regulatory standards and requirements.TheFire Brigade was reorganizedin2007frombeinga separateentitytobeingan Operations Departmentfunction.TrainingforthereorganizedFire Brigadedoesnot require maintenanceofEMT qualifications;however,the requirementsofthe Emergency Plan continuetobemetusing personnelwithEMT qualifications.

3.0 PROPOSED

CHANGES The proposed changereplacesthe emergencyplanpositionofEMTwitha licensee firstaidteam,whichis consistentwiththeplanning standards and evaluation criterion of NUREG-0654/FEMA-REP-1,Revision1,Section 11.0.3.Theplan,aschanged,would continue to meet the standardsin10CFR50.47(b)andthe requirements in Appendix Eto10CFR50.See Attachment2-Proposed Change To Millstone Power Station Emergency Plan.Discussion of Change The proposed changewillreplace referencetoanEMTwith referencetoa licensee firstaidteaminthe TableofContents, Sections5,5.1.10,5.1.11,Table5.1, Sections 6.5" 6.5.4,7.11,8.1.3.b,8.1.3.c,andAppendixA. SerialNo.09-614 Attachment 1Page2of6ONChasreviewedthischangein accordancewith10CFR50.54(q),andhas determinedthatalthoughtheproposedchangemeetsregulatory standards and requirements,thechangewill decrease the effectivenessoftheexistingplanandrequirespriorapprovalbeforeimplementation.The determination in decrease of effectivenessisbasedsolelyontherelative qualification requirementsbetweenanEMTtrainedindividualandonetrainedtobepartofafirstaidteam,whichisthe regulatorystandard.Thereisnoreductioninfunctional capabilitywithrespecttothe regulatory standard.ThePlant Equipment Operators(PEOs)onallunitoperatingshiftshave completed theMedicFirstAidtrainingprogram-"BasicPlus-CPR,AEOandFirstAidfor Adults." NewPEOswillbetrainedaspartofNon-Licensed OperatorInitialTraining.Thisis equivalenttoRedCross Multi-MediaFirstAidtraining.Retrainingisperformedevery2years aspartof Non-Licensed OperatorContinuingTraining. Therefore, approximately3to4firstaidtrained, respiratorqualified,PEOsperunitare availableeachshifttoprovidefirstaid capabilityona 24-hourbasis.Electrical Maintenancepersonnel,althoughnot necessarily respiratorqualified,arealsoprovidedthistraining,sincetheyserveina supplemental support capacity.4.0 TECHNICAL ANALYSISThesechangesaffecttheMillstonePowerStation EmergencyPlananddonot alter requirementsoftheOperatingLicenseortheTechnical Specifications. These changesdonot alteranyofthe assumptionsusedinthesafetyanalyses,nordotheycauseanysafetysystem parameterstoexceedtheir acceptance limit.Therefore,theproposedchangeshavenoadverseeffectonplantsafety.Additionally,these changescanbe made without adverseimpacttoplantoperationsortothehealthandsafetyofthe public.Basedonthe technicalanalysisperformedbyONC,theproposedchangesare acceptable. ReferencetoEMTrepresentsan overcommitmentwithrespectto regulatory standardsandrequirements.Theproposedchangesare consistentwiththe planning standardsandevaluationcriteriaofNUREG 0654/FEMA-REP-1Revision1, Section 11.0.3,whichspecify"trainingforindividualsassignedtolicenseefirstaidteamsshallincludecourses equivalenttoRedCross Multi-Media."Theplan,aschanged, would continuetomeetthe standardsin10CFR50.47(b)andthe requirements in AppendixEto10CFR50.

5.0 REGULATORY

ANALYSIS RegulatoryGuide1.101"EmergencyPlanningand Preparedness for Nuclear PowerReactors",Revision5,July2005,providesthemethodstheNRC staff considers SerialNo.09-1614 Attachment 1Page3of6 acceptable for complyingwiththe requirements in AppendixEto10CFR50andthe planning standardsin10CFR50.47(b)thatmustbemetin onsite and offsite emergency responseplans.ThesecriteriaprovideabasisforNRC licenseesandStateandlocal governments to develop acceptable radiological emergencyplansand improve emergencypreparedness.RegulatoryGuide1.101 endorsestheuseof NUREG-0654/FEMA-REP-1,"CriteriaforPreparationand Evaluation of Radiological Emergency ResponsePlansand Preparedness in Support of NuclearPowerPlants." Regulatory Issue Summary(RIS)2005-02,ClarifyingtheProcessforMaking EmergencyPlanChanges, provides a framework for determining whether a change to an emergency preparedness requirement constitutes a decrease in effectiveness. A changethatwould degrade the capabilitytoperformafunctionorrelaxthetime requirementsofaffected emergency preparedness requirements is considered a decrease in effectiveness,evenifthe regulatory requirementsaremetbythechange.10CFR 50.47(b)states"Theonsiteand, exceptasprovidedin paragraph(d)ofthis section, offsite emergencyresponseplansfor nuclearpowerreactorsmust meet the following standards:"Item15ofthese standards states: "Radiological emergency response trainingisprovidedtothosewhomaybecalledonto assistinan emergency." NUREG-0654/FEMA-REP-1,SectionII,"Planning Standards and Evaluation Criteria," items 11.0.3 and 11.0.4 addressthe10CFR 50.47(b)(15) planning standard.11.0.3 specifiesthetypeoftrainingtobeprovidedto licenseefirstaidteam memberswhomaybecalledonto assistinan emergency as: "11.0.3: Training for individuals assigned to licenseefirstaidteamsshallincludecourses equivalenttoRedCross Multi-Media." Item 11.0.4 specifies categoriesoftrainingtobeprovidedinatrainingprogramfor instructing and qualifying personnelwhowill implement radiological emergency response plans.Item11.0.4.f specifies:"Firstaidandrescue personnel"asoneofthese categories. Additionally, the followingthree10CFR50.47(b) standards and their associated NUREG-0654/FEMA-REP-1 evaluationcriteriawere evaluated with respecttothis proposed change:*Emergencyplanningstandard10CFR 50.47(b)(2)states,inpart: "On-shift facility licensee responsibilities for emergency response are unambiguously defined, adequatestaffingtoprovideinitialfacility accident responseinkey functionalareasis maintainedatalltimes,..."Items 11.8.1 and 11.8.5 specify on-shift emergency organization responsibilitiesandduties.

  • Emergencyplanningstandard10CFR 50.47(b)(12) states: "Arrangementsaremadeformedicalservicesfor contaminated injured individuals." Item 11.L.2 specifies provisionsforon-sitefirstaidcapability.
  • Emergency planningstandard10CFR 50.47(b)(14)states,inpart: "Periodicdrillsare(willbe) conducted to develop and maintainkeyskills,and deficienciesidentifiedasaresultof exercisesordrillsare(willbe) corrected." Item II.N.2.c specifies conductofannualmedical emergencydrillsanditems SerialNo.09-1614 Attachment 1Page4of 6II.N.3,II.N.4andII.N.5specifyscenariocomposition,critiqueand corrective action.TheproposedchangestotheMillstonePowerStation EmergencyPlanfollowthe guidanceprovidedinRegulatoryGuide1.101,Revision5,forcomplyingwiththe requirements in AppendixEto10CFR50andtheplanning standardsin10CFR50.47(b),RIS2005-02,and NUREG-0654/FEMA-REP-1,SectionII.Therefore,ONC concludesthattheMillstonePowerStation EmergencyPlanfor MillstoneUnits1,2,and3andthe IndependentSpentFuelStorageInstallationatthe MillstonePowerStationasmodifiedbytheproposedchangeswillcontinuetomeetthecriteriaspecifiedin10CFR 50.47(b).10CFR50.54(q)requires,"Proposedchangesthat decrease the effectivenessofthe approved emergencyplansmaynotbeimplemented without applicationtoand approvalbythe Commission.Thelicenseeshallsubmit,asspecifiedin10CFR50.4,areportofeachproposedchangefor approval." No Significant Hazards ConsiderationONChas evaluated whetherornota significant hazards consideration(SHC)is warrantedwiththeproposedchangesbyaddressingthethreecriterionsetforthin1 (ICFR50.92(c)as discussed below.Criterion 1:Doestheproposed amendmentinvolvea significantincreaseinthe probability or consequencesofan accident previously evaluated?Response:No.ThesechangesaffecttheMillstonePowerStation EmergencyPlananddonot alter anyofthe requirementsoftheOperatingLicenseorthe Technical Specifications.

The proposed changesdonotmodifyanyplant equipmentanddonotimpactanyfailuremodesthatcouldleadtoanaccident.Additionally,theproposedchangeshavenoeffectonthe consequenceofanyanalyzed accidentsincethechangesdonotaffect any equipmentrelatedto accidentmitigation.Basedonthis discussion,theproposed amendmentdoesnotincreasethe probability or consequencesofan accident previously evaluated. Criterion 2:Doestheproposed amendmentcreatethepossibilityofanewor differentkindof accidentfromany accident previously evaluated? SerialNo.09-1314 Attachment 1Page5of6Response:No.ThesechangesaffecttheMillstonePowerStationEmergencyPlananddonotalteranyofthe requirementsoftheOperatingLicenseortheTechnicalSpecifications.Theydonotmodifyanyplant equipmentandthereisnoimpactonthecapabilityofthe existing equipmenttoperformtheirintendedfunctions.Nosystemsetpointsarebeingmodlfiedandnochangesarebeingmadetothemethodinwhichplantoperationsareconducted.Nonewfailuremodesareintroducedbytheproposedchanges.Theproposed amendmentdoesnotintroduceaccidentinitiatoror malfunctionsthatwouldcauseanewor differentkindofaccident.Therefore,theproposed amendmentdoesnotcreate the possibilityofanewordifferentkindofaccidentfromanyaccidentpreviously evaluated. Criterion 3:Doestheproposed amendmentinvolveasignificantreductioninamarginofsafety?Response:No.ThesechangesaffecttheMillstonePowerStationEmergencyPlananddonotalteranyofthe requirementsoftheOperatingLicenseortheTechnicalSpecifications.Theproposedchangesdonotaffectanyoftheassumptionsusedinthe accident analysis,nordotheyaffectanyoperabilityrequirementsfor equipmentimportanttoplantsafety.Therefore,theproposedchangeswillnotresultina significantreductioninthemarginofsafetyasdefinedinthebasesfortechnical specificationscoveredinthislicense amendment request.Insummary,ONCconcludesthattheproposed amendmentdoesnotrepresenta significanthazardsconsiderationunderthestandardssetforthin10CFR50.92(c).

6.0 Environmental

ConsiderationONChas determinedthattheproposed amendmentwouldnotchange requirementswithrespecttouseofafacilitycomponentlocatedwithintherestrictedarea,asdefinedby10CFR20,norwoulditchangeinspectionorsurveillancerequirements.ONChasevaluatedtheproposedchangeandhasdeterminedthatthechangedoesnot involve:I.A SignificantHazardsConsideration.II.A significantchangeinthetypesor significantincreaseintheamountsofany effluentthatmaybereleasedoffsite,orIII.A significantincreaseinindividualorcumulative occupationalradiationexposure. Serial No.09-1314 Attachment 1 Page 6 of 6 Accordingly, the proposed amendment meets the eligibility criteria for categorical exclusion set forthin10 CFR 51.22(c)(9) and (10)(ii).Therefore, pursuantto10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connectionwiththe proposed amendment.

During accident conditions, HP technicians may accompany emergency workers, as needed, during RCA entries.Emergency dosimetry (i.e.self-reading Pocket Ion Chamber dosimeters (PICs)or alarming dosimeters) and permanent recording dosimeters(TLDs)areusedbythe initial SERa responders, as necessary. Additional dosimetry is distributedbyHP personnelandis issued to individuals, including off-site individuals arrivingattheEOP.TLDs are availablefromand analyzedbythe Dosimetry Laboratory. The individual integrated dose records are maintained bytheHP Department. Exposure information is recorded from self-reading dosimeters and provides personnel exposure tracking until TLD results become available.TheTLD resultswillbeusedasa permanent exposure record.Permanent dosimetry will usually be read whenitis determinedthatthe emergency workers have received an exposure near their administrative limit or if an overexposure is suspected. Station procedures provide detailed instructions for personnelrespondingto personnel injuries or contamination.6.5.6.Medical Treatment Arrangementsforthe primary care ofinjured,or radioactively contaminated injured personnel are madewiththeLawrenceand Memorial HospitalinNewLondonand Middlesex Hospital in Middletown. Communicationswillbeby commercial telephonelines.Thehospital staff is trained annuallyandthefacility is equipped to treat contaminatedinjuredpatients. Contaminatedwoundsaretreatedand decontaminatedasnecessarybythe hospital staff.6.6.Public InformationThepublic information emergency response personnel consist of the Public Information Technical Advisor(PITA),the Nuclear News Manager (NNM), the Chief Technical Spokesperson(CTS)and supportingstaff.ThePITA reportstothe ADEOFatthe StationEOF.The PITA gathersandtransmitsevent informationtotheICSC externalaffairsstaff.ThePITAmay initiateanewsreleaseas determined necessarybythe DSEOwhentheNNMisnot availabletoissuenewsreleases. Additionally, when corporate support is available, public informationwillbe coordinatedwiththe assistance of the Corporate External Affairs Manager.This assistance may includetheuse of personnel assignedtothenews releaseprocessand representation betweenthelicensee,stateandmedia officials.AtanUnusual Event the NNM will determinetheactionstotake regarding notification ofmediain coordinationwiththe DSEOandstation management. The MRDA and MRCA will coordinate the collectionofsamplemediabythe Radiological MonitoringTeams(RMTs).TheRMTswillreturn samplestotheEOFforanalysiswhendirected.AppendixB provides letters of agreement with private laboratory facilitiesspecifiedin Table H-2.Post-accident environmental samples are collected by responsible stateagenciesandanalyzedbytheState Health Departmentlaboratory.The licenseewillassisttheStateof Connecticutinthe collection of environmental samples under directionandcontrol of the Department of Environmental Protection, as requested. Selected equipmentsparepartsare storedinthe warehouse for emergency repairs.Tools and equipment required for equipment maintenanceareavailableinthe maintenance shops.7.13.Meteorological Data Acquisition The Millstonesitehasaprimary meteorological installation consisting ofa foot instrumentedtower,a climate-controlled shelter,anda computerized data acquisitionsystem.Windspeedand direction are measuredatfour differentlevels:33, 142,374,and447feet. Vertical temperature difference is measured at 142,374,and447footlevels:the vertical intervalinallthreecasesis measuredfroma baseline height of33feet.The critical parameters ofwindspeed,wind direction,anda measure of atmospheric stability are continuously availableintheUnit2andUnit3 ControlRoomsandatthebase of the meteorological tower.Other non-critical meteorological parametersarealso measured.Thesitehasa backup meteorological monitoring system located near the training facility.The system consistsofa lO-meter instrumentedmast,acontrolled shelter,anda backup computerized data acquisition system.Additional informationmaybe obtainedfroma weather service organization,listedin Appendix B.7-10 Millstone Station Emergency Plan Revision 36 October 2008 INSERT'E'24 hourperdayfirstaid servicesareprovidedbyfirstaid qualifiedpersonnelwith,asa minimum, multi-mediafirstaidtraining.Firstaid supplies and equipment are storedinvarious locations throughoutthestation.Thesite Medical Facilityisalsoavailable during selected hours, whichmayprovide equipment and personnel to assistinmedical emergencies.
