MILLSTONE POWER STATION UNITS 1, 2 AND 3 REVISION TO EMERGENCY PLAN - REPORT OF CHANGE Pursuant to 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), a summary of the change analysis for Revision 62 to the Millstone Power Station (MPS) Emergency Plan is provided in the attachment. The change to the Emergency Plan was effective on September 29, 2020.

The changes incorporated in this revision did not require prior NRG approval and do not implement actions that reduce the effectiveness of the MPS Emergency Plan.

The Emergency Plan continues to meet the standards of 10 CFR 50.47(b) and Appendix E.

Serial No.: 20-387 Docket Nos.: 50-245/336/423 Attachment, Page 1 of 1 Millstone Power Station Emergency Plan, Revision 62, 10 CFR 50.54(q)(5) Summary The Millstone Power Station Emergency Plan was revised to reflect recent changes to the Millstone Power Station Unit 2 (MPS2) Technical Specifications, which were approved by the NRG under License Amendment 340 (ADAMS Accession No. ML20191A004, with correction letter ML20236Q327).

This change reduced the Reactor Coolant System and Secondary System specific activity limits required to meet the control room dose regulatory limits. The specific activity changes were based on evaluations to assess the radiological consequences following postulated design basis Main Steam Line Break and Steam Generator Tube Rupture accidents. Specifically, the Millstone Emergency Action Levels were revised to reflect a 50% decrease in Technical Specification limits for Reactor Coolant System Dose Equivalent Iodine Activity (from >60 µCi/gm to >30 µCi/gm) and the Dose Rate at One Foot from an Unpressurized RCS Sample (from ~2mR/hr/mL to ~1 mR/hr/mL).

The Millstone Emergency Plan required revision because the Emergency Action Levels are incorporated as an appendix. The means used for determining the magnitude of, and for continually assessing the impact of, the release of radioactive materials is not altered by implementation of the changes to the Emergency Action Levels. The means for communicating onsite and offsite radiation monitoring information via a standard scheme is maintained.

Regulations and commitments regarding Emergency Preparedness continue to be met.
