DPR-21 /65 NPF-49 ASSOCIATED INDEPENDENT SPENT FUEL STORAGE INSTALLATION REVISION TO EMERGENCY PLAN - REPORT OF CHANGE Pursuant to 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), a summary of the change analysis for Revision 65 to the Millstone Power Station (MPS) Emergency Plan is provided in the attachment. The change to the Emergency Plan was effective on February 8, 2023. The changes incorporated in this revision did not require prior NRC approval and do not implement actions that reduce the effectiveness of the MPS Emergency Plan.

The Emergency Plan continues to meet the standards of 10 CFR 50.47(b) and Appendix E.

Serial No.: 23-057 Docket Nos.: 50-245/336/423 72-47 Attachment, Page 1 of 1 Millstone Power Station Emergency Plan, Revision 65, 10 CFR 50.54(q)(5) Summary Millstone Power Station (MPS) Emergency Plan Revision 65 incorporated changes to Table H-1, On-Site Assessment Equipment and Facilities, to modify the Instrument Detector RM9049 description from RM9049 Clean radwaste discharge to RM9049 Clean/Aerated radwaste discharge, and delete Instrument Detector description RM9116 Aerated radwaste discharge from the table. Prior to this change, radiation channels RM9049 and RM9116 monitored radioactive effluents from the clean liquid radwaste line and the aerated liquid radwaste line, respectively. However, these components became obsolete and required replacement, resulting in a Design Change to consolidate the clean and aerated waste radiation monitor functions into one monitor (RM9049). This single instrument is capable of monitoring each waste line individually based on valve and pump alignment, thus effluent discharges from clean and aerated waste continue to be monitored. The emergency planning standard for assessing plant conditions per 10 CFR 50.47(b)(4), 10 CFR 50 Appendix E,Section IV.B.1, and NUREG-0654, and the emergency planning standard for classifying events per 10 CFR 50.47(b)(9), continue to be met.
