Certified/Return Receipt7010-1060-0000-4204-4685 Enclosed is a National Marine Fisheries Service (NMFS) Marine Mammal Stranding Reportfor a northern elephant seal (Mirounga angustirostris) discovered in the Diablo CanyonPower Plant (DCPP) intake structure. | |||
A live northern elephant seal was discovered in the 2-3 intake structure forebay by plantoperations personnel early in the morning on September 30, 2013. Marine mammalsroutinely easily swim in and out of the intake forebays which are located in front of thestructure's debris exclusion bar racks. However, a high ocean swell event had driven largeamounts of marine kelp and algal debris into the bar racks. The occluding debris andaccompanying swell surge generated stronger than normal currents within the intakestructure which the elephant seal had to swim against to escape the location. | |||
Plant staff observed the elephant seal as it made multiple attempts to swim out from theforebay. | |||
The ocean surge and increased water velocities appeared to make it difficult for theseal to successfully escape. As the day progressed, the seal appeared to |

Certified/Return Receipt7010-1060-0000-4204-4685 Enclosed is a National Marine Fisheries Service (NMFS) Marine Mammal Stranding Reportfor a northern elephant seal (Mirounga angustirostris) discovered in the Diablo CanyonPower Plant (DCPP) intake structure.
A live northern elephant seal was discovered in the 2-3 intake structure forebay by plantoperations personnel early in the morning on September 30, 2013. Marine mammalsroutinely easily swim in and out of the intake forebays which are located in front of thestructure's debris exclusion bar racks. However, a high ocean swell event had driven largeamounts of marine kelp and algal debris into the bar racks. The occluding debris andaccompanying swell surge generated stronger than normal currents within the intakestructure which the elephant seal had to swim against to escape the location.
Plant staff observed the elephant seal as it made multiple attempts to swim out from theforebay.
The ocean surge and increased water velocities appeared to make it difficult for theseal to successfully escape. As the day progressed, the seal appeared to be fatiguing, andswell with accompanying surge at the intake was predicated to remain high into the following day. Therefore it was decided to attempt removal of the seal from the intake as authorized by a facility letter of agreement from the National Marine Fisheries Service dated June 03,1994 for incidental take of marine mammals.
A compressed gas cylinder storage rack and alarge cargo net were then used to create a sturdy enclosed platform which the seal couldclimb up on, then be hoisted via crane out of the bar rack forebay.
The tank rack and cargonet worked as planned, and the seal was safely brought up to the intake structure deck.The Marine Mammal Center (MMC) was notified, and arrangements were made to transferthe elephant seal to the MMC for evaluation and release.
The elephant seal appearedhealthy and uninjured, and was subsequently transferred to MMC personnel the evening ofSeptember 30th. MMC kept the seal overnight for evaluation, and then released the animalinto the Pacific Ocean the following day (October 1st). The MMC submitted Stranding Report#ES-3494 for this elephant seal event.Discovery and transfer of the elephant seal to the MMC was reported by the facility to NMFSvia telephone on October 01, 2013, within the required 48-hour reporting period.

A live sea turtle was discovered in the 2-5 intake structure forebay by approximately 08:00 a.m. on September 22, 2014. The turtle was identified aturtle ( Chelonia mydas).As authorized in DCPP's incidental take statement issued September 18, 20(removed the turtle from the intake structure forebay that morning (SeptembeJ offshore of the facility.
The turtle was removed by cargo net, and then transpqintake structure in the bed of a truck. The plant biologist completed measureland photographs were taken. The photographs are enclosed in addition to thThe turtle was estimated to weigh 25-30 pounds, with a shell length (notch-til and appeared to be in good health based on visual observation.
There wereabrasions or indication of any injury. The turtle was tagged on the left front fli#MC-22. Following measurement and tagging, the turtle was transferred to atransport
- offshore, and released in the open ocean approximately two milesplant. The turtle swam away strongly in a southerly direction following releaseDiscovery and release of the turtle was reported to NOAA Fisheries via teleplSeptember 22, 2014, within the required 48-hour reporting period.Live green sea turtles have been discovered at DCPP's intake structure on eloccasions during commercial operations:
September 21, 2012, August 08, 2C08, 2009, July 23, 2007, February 27, 2001, April 16, 2000, August 24, 1999,June 12, 1997, January 10, 1997, and April 27, 1994.
