Onshore Project Summary -072711 cb.pdf; OBS-ADMND(w-oAppendices).pdf Hi Fred, Sorry you couldn't make it out to the equipment demonstration last week at the Energy Ed Center. I think it was really valuable for all those who attended to see the trucks in operation. The' noise associated with the vibroseis trucks is similar to a garbage truck and the strongest vibration from 20 feet away was akin to a washing machine that has an unbalanced load in the spin cycle.

I am attaching the on-shore summary for you along with maps. The yellow lines on the maps depict the roads that the vibroseis trucks will drive and the red lines show the roads to be used by the weight-drop trucks. The alignment of the geophones (or receivers; basically very sensitive microphones) is depicted in blue. Some of the geophones will be wired together, while others will operate wirelessly.

I am working with Applied Earthworks to develop a Cultural Resource Management Summary for the operations that will help ensure we avoid impacts to any resources. I would be happy to share that once it is ready.

Dear Ms. Pilas-Treadway,

Pacific Gas and Electric Company (PG&E) proposes to conduct a study to assess the seismic hazards associated with the Hosgri, Shoreline, and other faults in the vicinity of Diablo Canyon Power Plant located in San Luis Obispo County, California. The methods proposed for use in fault survey study include offshore three-dimensional (3D) high energy survey, an onshore two-dimensional (2D) high energy survey near the coast and the use of seafloor geophones nearshore in low water areas. The project has been the subject of an Environmental Impact Report prepared by the State Lands Commission. PG&E is currently assisting the National Science Foundation in fulfilling its obligations under Section 106 of the National Historic Preservation Act.

As part of PG&E's efforts to protect cultural resources that may be located in proximity to the project area, we respectfully request a review of the Sacred Lands File for the project location. The survey area covers a broad swath of open water running from just north of Cambria, south Guadalupe.

Onshore portions of the project will include the Diablo Canyon Power Plant property, the Morro sand spit, and the Cambria vicinity (please see the attached map). Please also provide the most recent list of Native American contacts in the area that may have an interest in the project.

I wanted to request that we be informed of cultural resource activities that are taking place at, or near the Diablo Nuclear Power Plant as we would like to participate in the activities and to provide PG&E with our input.

Also, I wanted to follow up on our discussion to help provide information for trail signage with words, or phrases in our language. Many of of my cousins have been studying the language of the Northern Chumash and they can assist in this work.

Thank you for providing input on the interpretive signs. I will pass your suggestions on to our graphic design team along with other input we expect to receive. In terms of a deadline for the signs, we are hoping to send them off for fabrication within two weeks, which means we need to have the final edits/comments provided within one week. If you can provide your final comments by July 29th, I would appreciate it.

Regarding the wording on the sign: We're working on the translation of a phrase that: we think will work well on the sign. In addition, we have some suggestions for the body of text and I'll send that to you. What's your deadline for our input?

Regarding the picture on the sign: We would like to see at least one of the women standing and engaged in the conversation with the men or perhaps looking out to sea. We think there should be at least on child in the picture and that any basket/s depict a Northern Chumash design.

Regarding the wording on the sign: We're working on the translation of a phrase that we think will work well on the sign. In addition, we have some suggestions for the body of text and I'll send that to you. What's your deadline for our input?

Regarding the picture on the sign: We would like to see at least one of the women standing and engaged in the conversation with the men or perhaps looking out to sea. We think there should be at least on child in the picture and that any basket/s depict a Northern Chumash design.

I wanted to request that we be informed of cultural resource activities that are taking place at, or near the Diablo Nuclear Power Plant as we would like to participate in the activities and to provide PG&E with our input.

Also, I wanted to follow up on our discussion to help provide information for trail signage with words, or phrases in our language. Many of of my cousins have been studying the language of the Northern Chumash and they can assist in this work.

RE: Seismic Imaging Project Good morning Mona, My apologies for taking more than a week to respond to you. Based on our research and that of the State Lands Commission, I suspect that there may be submerged archaeological sites off the coast, but the areas where seafloor geophones are proposed is not one of the areas considered "sensitive" for retaining such re~sources. The Dept. of Interior that I cited in my previous email identifies the area due west of Morro Bay as having the greatest potential in the local area for retaining submerged sites, but the Project does not propose any physical contact with the seafloor in that area.

Mona, Thanks for your thoughtful reply. Yes, I agree that with the rising sea level during the early Holocene ancient sites were undoubtedly inundated. This issue was considered in the EIR for the project as well as the cultural resources study completed by Applied Earthworks. The most comprehensive study to date on the potential for submerged cultural sites along the Pacific Coast was completed by the US Department of Interior. I have attached the cover page and maps from

the study that pertain to the Seismic study area. The multivolume study can be viewed online in its entirety here:

http ://catalog.hathitrust.orR/Record/O025 11211 In summary, the report found that there are three primary landforms off the coast of California that have the potential to retain intact cultural sites: paleoembayments, submerged river systems and submerged islands. Within the study area for the Seismic project, only the area offshore due west of Morro Bay retains a submerged river channel system. However, there are no project components that would touch the sea floor in that area.

Regarding the potential of the sound waves to physically affect artifacts/features on or within sea floor sediments, Chapter 4.4 of the EIR (http://www.slc.ca.gov/Division Pages/DEPM/DEPM Programs and Reports/CCCiSlP/CCCSI P.html) analyzes impacts to marine invertebrates that inhabit the seafloor. The analysis found that there are not any adverse effects to invertebrates (such as crabs, mussels, etc.) of louder sound pulses even at closer distances (one study used up to 244 db as close as 3 feet way) than is planned for the PG&E study. Based on the lack of any physical effects on living creatures on the sea floor from comparable sound pulses, it is reasonable to deduce that there would not be any physical effects to artifacts or cultural features that may be submerged offshore. Additionally, Chapter 4.6 of the EIR addresses the issue of sound waves impacting seafloor sediments and geology and concluded that there would be no significant impact.

With respect to other technologies, low energy offshore surveys have been conducted to assist in mapping seismic hazards, albeit with less resolution. My understanding is that the high energy surveys are necessary to penetrate deep into the earth's crust in order to get the detailed mapping that is required for understanding the structure and relationship of the faults being targeted. Chapter 1l of the EIR addresses other studies and technologies that have been used and discusses the scientific basis for the current methods that are proposed.

As for future meetings, I know that the Coastal Commission will be meeting to consider granting a permit for the project. The meeting was initially scheduled for October 10, but has been moved to November 14 in Oceanside (http://www.coastal.ca.gov/meetings/mtgdates.html).

The Pacific shoreline used to be many miles west of where it's located today. I'm confident in saying that the Northern Chumash people had village sites, ceremonial sites, other sacred sites, cemeteries and burials in the place that is now under the ocean. Does PG&E have any information on cultural sites that exist under the ocean anywhere along the San Luis Obispo County coast, the Calif coast, or the U.S. west coast? If so, I would appreciate it if you would share that research with me.

I don't claim to be a specialist on decibels, but even with my research as a lay person, it appears that 200 +

decibels could have literally a shattering effect on cultural resources that exist underwater.

In addition, the uncertainties of the testing makes this all too risky¢ and to dangerous for any living creature or organism that inhabits the ocean or exists because of the ocean.

Are there any other safer technologies that could be used to conduct seismic testing?

I appreciate your email and I would like to ask if you're aware of any other local public meetings on this subject?
