WESTINGHOUSE CONSOLIDATED RESPONSES TO REQUEST FOR ADDITIONAL INFORMATION WITH REVISED SNM-1107 LICENSE RENEWAL APPLICATION (Cost Activity Code: L33317) Westinghouse Electric Company LLC (Westinghouse) is pleased to provide a consolidated response to NRC's Requests for Additional Information (RAis) dated May 18, 2016; June 23, 2016; November 23, 20 16; and May 10, 2017. These responses supersede all previous responses on the docket. Note that no separate response was provided to NRC's October 31,2017 RAI's. Instead, these questions were the subject of a license renewal visit to the Columbia Fuel Fabrication Facility (CFFF) where the technical details were discussed. The results of these discussions were incorporated into Enclosure 3 of this letter. Also note that Westinghouse's responses to the December 7, 2017 and December 13, 2017 RAis remain unchanged and are on file (ML17346B295 and ML18005A536, respectively). In conjunction with the consolidated RAI responses, a revised SNM-1107 license renewal application is submitted. This application incorporates changes made per the RAI responses. Note that on March 29, 2017, Westinghouse, and other affiliated entities filed petitions for bankruptcy protection in the United States Bankruptcy Court for the Southern District ofNew York. In Westinghouse letter LTR-NRC-17-27, dated March 29, 2017, Westinghouse notified the NRC of this filing, as required under 10CFR70.32(a)(9). On January 12, 2018, Westinghouse's parent entities entered into an agreement with Brookfield Capital Partners, LLC, to purchase Westinghouse and its affiliated businesses. This proposed transaction is the subject of a separate license transfer application, filed with NRC on March 21, 2018 (ML18086B504), seeking approval for the indirect transfer of control of Westinghouse's licenses, including the CFFF license.
