Annacone to the U.S. Nuclear Regulatory Commission, Request forLicense Amendments -Diesel Generator (DG) Completion Time (CT) Extension forTechnical Specification (TS) 3.8.1, "AC Sources -Operating,"dated June 19, 2012, ADAMS Accession Number ML12173A1 12Ladies and Gentlemen:On June 19, 2012, Duke Energy Progress, Inc., formerly known as Carolina Power & LightCompany (CP&L), requested a revision to the Technical Specifications (TS) for the BrunswickSteam Electric Plant (BSEP), Unit Nos. 1 and 2. The proposed revision extends the CompletionTime (CT) of TS 3.8.1, Required Action D.4 for an inoperable diesel generator (DG) from 7 daysto 14 days. A commensurate change was also proposed to extend the maximum CompletionTime of TS 3.8.1, Required Actions C.3 and D.4.In support of the proposed amendments, Duke Energy is installing a supplemental dieselgenerator (SUPP-DG). Currently, the SUPP-DG is scheduled to be available (i.e., installed andready for use by Operations) in January 2014. As such, Duke Energy requests that the approvaldate for the proposed amendments be revised from June 28, 2013, to October 28, 2013.Duke Energy originally requested that implementation of the amendments be completed within90 days of approval. Rather than implementation being based on issuance of the amendments,Duke Energy requests that implementation of the amendments be contingent upon availability ofthe supplemental diesel generator.Based on the above, Duke Energy requests approval of the proposed amendments byOctober 28, 2013, with implementation within 90 days of the supplemental diesel generatorbeing available.
