The licensee had stated that all 10 CFR 50.49 designated EQ limitorque actuators contained Rockbestos Firewall III and Raychem Flametrol jumper wires, and that these jumper wires were qualified for accident conditions. The licensee could not identify the specific type of Firewall III wires installed in their actuators, but stated that they had qualification documentation on file to qualify the entire family of Rockbestos Firewall III wires. | |||
The inspector reviewed EQ documentation for Firewall III, KXL-780, 760-D, 760-5, 760 and 760-G insulated cable. | |||

The licensee in a March 7, 1986, Inter Office Memo addressed concerns of this bulletin, and concluded that equipment important to safety in their plant was environmentally qualified. | |||
During this inspection the inspector verified that the licensee did not have the deficient NAMC0 limit switches on their Master Equipment List (MEL), and that the licensee has a program to meet requirements of 10 CFR 50.49. | |||

The NRC staff had performed an EQ review on March 11-14, 1985, at the Clinton Plant and in the FSAR concluded that Clinton Unit 1 had demonstrated full conformance with the regulatory requirements of 10 CFR 50.49. | |||
During this review the inspector verified that the licensee had implemented their SER corrective action commitments; established procedures for implementing a program for the qualification of EQ equipment; established a controlled Master Equipment List; developed adequate methods for maintenance and replacement of EQ equipment; established auditable qualification files for Limitorque Actuators, File No. EQ-CL-009, Revision 19, and Rockbestos Cable, File No. EQ-CL-051, Revision 11; performed QA audits on EQ activities; and adequately addressed EQ Information Notices and Bulletins, including IE 83-72 concerns on Limitorque Actuators. | |||
The inspector also examined EQ designated Limitorque Actuator No. IE 12-F03B at Elevation 803' inside | |||
the containment. Wires examined were identified as Rockbestos Firewall III and Raychem Flametrol. | |||
One jumper wire with a 'G' symbol on its insulation was verified by the licensee to be Rockbestos Firewall III from the Rockbestos East Granby Plant. | |||

During this review the inspector did not find adequate evidence of a formal EQ training program for engineers, QA/QC inspectors and craftsmen performing EQ activities. | |||

Previous Inspection Findings (Closed) Open Item (461/86045-07(DRS)):
This item addressed the environmental qualification (EQ) of jumper wires in limitorque actuators within the scope of 10 CFR 50.49.
