Action on Previous Inspection Findings a.
(Closed) Unresolved Item (461/85016-07):
Record storage facility may not meet four hour required fire rating. The licensee revised their commitment in Amendment 36 to the Final Safety Analysis Report (FSAR) from a four hour rating to a two hour rating. Their facility meets a two hour rating as discussed in this report. The inspector was satisfied that this item had been adequately resolved by the licensee.

be reviewed later. A new Records Management System Standard, RMS STND No. 4.01 (" Standard for the Receipt, Recording, Filing, Distribution, and Maintenance of Controlled Documents") was issued October 22, 1985.

and distribution of documents which are released to and controlled by the Illinois Power Document Control Group (IP/DCG). This new standard satisfies the major part of the inspector's concern which existed when the open item was established. This item will remain open, however, until the inspector has had the opportunity to verify that the individual department's implementing procedures have been updated to provide the proper interface with this new RMS STND and to review the results of its implementation.

(Closed) Open Item (461/85035-01): Offsite Safety Review Group (NRAG)
behind schedule on review of audits. The inspector reviewed the records of the Nuclear Review and Audit Group (NRAG) activities subsequent to the date of this open item and determined that they were essentially up to date on their reviews of audits. The log of NRAG activities indicated that they had reviewed and documented the results of 80% of the items referred to them. The present guideline limit for NRAG action on reviews is three months. At the present time, only three items exceed the three month guideline and action is in process to resolve those issues. The NRAG meets every six weeks. No signi-ficant issues are outstanding at this time that are not expected to be resolved within the next one or two meetings. The inspector is satisfied that the NRAG has taken appropriate action to resolve his concerns regarding the timeliness of reviews.

(Closed) Open Item (461/85035-02): Test and Experiments Program appears cumbersome. The licensee upgraded Clinton Power Station Administrative Procedure CPS No.1('11.01 (" Test Programs and Control")
on March 18, 1986, and revised Corporate Nuclear Procedure CNP 1.01 (" Nuclear Safety Reviews") on May 20, 1985. These changes establish uniformity in the generation, processing, and acceptance of 10 CFR 50.59 reviews. The inspector is satisfied that the licensee has established a policy and procedure that will make the Test and Experiments Program less cumberseme.

P_rogram Areas Inspected Quality Assurance Records The inspector reviewed the licensee's record storage vault to verify that it complied with commitments and requirements. This was the last major issue to be verified in the records program prior to operations.
In January 1986, the licensee modified their commitment to Regulatory Guide 1.88, Revision 2 (October 1976) through Amendment 36 to the CPS-FSAR.
The amendment states, " CPS complies with the intent of Regulatory Guide 1.88 as outlined in the NRC Criteria for Records Storage facilities issued July 1, 1980. The CPS Records Storage facilities comply with NFPA No. 232 as applied to two hour rated fire resistant file rooms, and with exceptions as noted in the Fire Protection NFPA Code Compliance Report."

During the inspection, the inspector discussed the amendment and the NFPA Code Compliance Report with the NRC Licensing Project Manager (LPM) for CPS. The LPM stated that he did not anticipate any difficulties in the accpetance of the items as they relate to the records storage vault.
The inspector reviewed the licensee's analysis of their compliance with ANSI N45.2.9, Section 5.6 (Storage of QA Records). With a few minor exceptions which were made a matter of record in previous licensee submittals to RIII, the inspector concluded that the facility met the requirements.
4.
Exit Interview The inspector met with licensee representatives (denoted in the Paragraph 1)
at Clinton on May 16, 1986. The inspector summarized the scope and findings of the inspection. The probable contents of the report were discussed with licensee personnel and no proprietary information was identified.
