Leia, By letter W3F1-2021-0003 dated February 8, 2020, (ML21039A648), Entergy Operations, Inc.

(Entergy) submitted a license amendment request to amend the Technical Specifications for Waterford Steam Electric Station, Unit 3. The proposed amendments would modify Technical Specification requirements to permit the use of risk-informed completion times in accordance with Technical Specifications Task Force (TSTF) Traveler TSTF-505, Revision 2, Provide Risk-Informed Extended Completion Times - RITSTF [Risk-Informed TSTF] Initiative 4b, dated July 2, 2018 (TSTF-505 LAR) (ML18183A493).

The NRC noted in a November 2, 2022, completion update email to Entergy (ML22329A015) that if any emergent complexities or challenges associated with the review of the TSTF-505 LAR arise that would result in additional changes to the November 30, 2022, milestone schedule, the reasons for the changes, along with a revised milestone schedule, would be communicated to Entergy during routine interactions with the licensing PM. On August 30, 2022, the NRC sent a set of five additional clarification questions that needed to be answered to allow the NRC to complete the safety evaluation to Entergy via email from the Office of Nuclear Reactor Regulation, Division of Engineering and External Hazards, Electric Engineering Branch (NRR/DEX/EEEB). Following a clarification call on September 19, 2022, Entergy agreed to docket the responses to EEEB questions 2, 3, and 5, which was formally received on October 13, 2022, (ML22286A239). During the November 28, 2022, periodic call with Waterford, the licensing PM identified that due to the additional time needed in support of the development of the supplemental questions and the time spent reviewing the licensee responses, delays had been encountered finalizing the SE.

Because of these delays, the NRC estimates the review will be completed on or by December 22, 2022. As previously noted, if there are any emergent complexities or challenges associated with the review of the TSTF-505 LAR that would result in additional changes to the newly established December 22, 2022, milestone schedule, the reasons for the changes, along with a revised milestone schedule, will be communicated to Entergy during routine interactions with the licensing PM.
