a l DPR-66 -6 - (6) Systems Intecrity l Duquesne Light Company shall implement a program to reduce leakage from systems outside containment that would or could contain highly radioactive fluids during a serious transient or accident to as low as practical levels. This program shall include the following:

1. Provisions establishing preventive maintenance and periodic visual inspection requirements, and
2. Integrated leak test requirements for each system at a frequency- not to exceed refueling cycle l intervals.

(7) Iodine Monitorina Duquesne Light Company shall implement a program which will ensure the capability to accurately determine the airborne iodine concentration in vital areas under accident conditions. This program shall include the following:

1. Training of personnel,
2. Procedures for monitoring, and

DPR-66 i DEFINITIONS l CHANNEL FUNCTIONAL TEST ! 1.11 A CHANNEL FUNCTIONAL TEST shall be the injection of a simulated signal into the channel as close to the primary sensor as practicable to verify OPERABILITY including alarm and/or trip functions. l CORE ALTERATION ggpygj 1.12 CORE ALTERATION shall be the movement or manipulation of any component within the reactor pressure vessel with the vessel head removed and fuel in the vessel. Suspension of CORE ALTERATIONS shall not preclude completion of movement of a component to a safe onservative position. SHUTDOWN MARGIN l 1.13 SHUTDOWN MARGIN shall be the instantaneous amount of reactivity by which the reactor is or would be subcritical from its present i condition assuming all full length rod cluster assemblies (shutdown and control) are fully inserted except for the single rod cluster assembly of highest reactivity worth which is assumed to be fully withdrawn. l LEAKAGE 1.14 LEAKAGE shall be:

a. Identified LEAKAGE
1. LEAKAGE, such as that from pump seals or valve packing (except reactor coolant pump seal water injection or l leakoff), that is captured and conducted to collection i systems or a sump or collecting tank;
2. LEAKAGE into the containment atmosphere from sources that are both specifically located and known either not to interfere with the operation of leakage detection systems or not to be Pressure Boundary LEAKAGE, or
3. Reactor coolant system LEAKAGE through a steam generator to the secondary system.
b. Unidentified LEAKAGE Unidentified LEAKAGE shall be all LEAKAGE (except reactor coolant pump seal water injection or leakoff) that is not Identified LEAKAGE.

DPR-66 DEFINITIONS SOURCE CHECK 1.27 A SOURCE CHECK shall be the qualitative assessment of channel response when the channel sensor is exposed to a radioactive source. PROCESS CONTROL PROGRAM 1.28 The PROCESS CONTROL PROGRAM (PCP) shall contain the current formulas, sampling, analyses, test, and determinations to be made to ensure that processing and packaging of solid radioactive wastes based on demonstrated processing of actual or simulated wet solid wastes will be accomplished in such a way as to assure compliance l with 10 CFR Parts 20, 61, and 71, State' regulations, burial ground requirements, and other requirements governing the disposal of solid radioactive waste. 1.29 DELETED l OFFSITE DOSE CALCULATION MANUAL (ODCM) 1.30 The OFFSITE DOSE CALCULATION MANUAL (ODCM) shall contain the methodology and parameters used in the calculation of offsite doses resulting from radioactive gaseous and liquid affluents, in the calculation of gaseous and liquid effluent monitoring Alarm / Trip Setpoints, and in the conduct of the Environmental Radiological Monitoring Program. Exceptions to these requirements are stated in the individual specifications. 3.0.4 Entry into an OPERATIONAL MODE or other specified condition shall not be made when the conditions for the Limiting Conditions for Operation are not met at.d the associated ACTION requires a shutdown if they are not met within a specified time interval. Entry into an OPERATIONAL MODE or specified condition may be made in accordance with ACTION requirements when conformance to them permits continued operation of the facility for an unlimited period of time. NPF-73 5 '. 0 DESIGN FEATURES 5.1 SITE LOCATION The Beaver Valley Power Station Unit No. 2 is located in Shippingport Borough, Beaver County, Pennsylvania, on the south bank of the Ohio River. The site is approximately 1 mile southeast of Midland, Pennsylvania, 5 miles east of East Liverpool, Ohio, and approximately 25 miles northwest of Pittsburgh, Pennsylvania. Each assembly shall . consist of a matrix of Zircaloy or ZIRLO fuel rods with an initial composition of natural or slightly enriched uranium dioxide (Uo2) as fuel material. Limited substitutions of zirconium alloy or stainless cteel filler rods for fuel rods, in accordance with approved applications of fuel rod configurations, may be used. Fuel' assemblies shall be limited to those fuel designs that have been analyzed with applicable NRC staff approved codes and methods and shown by tests or analyses to comply with all fuel safety design bases. A limited number of lead test assemblies that have not completed representative testing may be placed in nonlimiting core regions. 5.2.2 CONTROL ROD ASSEMB EES The reactor core shall contain 48 full length and no part length control rod' assemblies. The full length control rod assemblies shall contain a nominal 142 inches of absorber material. The nominal values of absorber material shall be 80 percent silver, 15 percent indium and 5 percent cadmium. All control rods shall be clad with stainless steel tubing. 5.3 FUEL STORAQE 5.3.1 CRITICALITY 5.3.1.1 The spent fuel storage racks are designed and shall be maintained with:

2. Reference to Specification 3.0.6 was omitted from Specification 3.0.1 in Unit 1 Amendment 213 and Unit 2 Amendment 90, and is being added to Specification 3.0.1 to be l consistent with the ISTS. This is an editorial change that '

does not affect the operation of the plant; therefore, this , change has been determined to be safe and will not impact the I safety of the plant. 1 3. The Core Alteration definition has been modified by replacing the current wording with that provided in the ISTS. This

change will allow flexibility in movement of components that
may be used in refueling activities (i.e., lights, cameras, etc.) that have no effect on core reactivity. This is' an editorial change to eliminate confusion between that equipment used in refueling and core components and will not impact the safety of the plant.
The Offsite Dose Calculation Manual (ODCM) definition has been modified to reflect the change to the new Administrative Control 6.9.3. This is an editorial change and will not impact the safety of the plant.

The Members of the Public definition has been modified by I replacing the current wording with that provided in the ODCM. The ODCM definition is the same as the definition in 10 CFR

The NRC SAFETY ANALYSIS for Unit 2 Amendment 25 addressed changing the asterisk footnote. This change removes the asterisk from the LCO to make it consistent with Amendment 25. The Unit 2 Specification 3.4.1.6 inadvertent omission of the ACTION to take when the temperature of the steam generator is i precisely 50 F above the cold leg temperature is being l corrected. The conditions of greater than and less than 50 F are already included in the technical specifications. NO SIGNIFICANT HAZARDS EVALUATION The no significant hazard considerations involved with the proposed amendment have been evaluated, focusing on the three standards set forth in 10 CFR 50.92(c) as quoted below: I The Commission may make a final determination, pursuant to the procedures in paragraph 50.91, that a proposed amendment to an operating license for a facility licensed under paragraph 50.21(b) or paragraph 50.22 or for a testing facility involves no significant hazards consideration, if operation of the facility in accordance with the proposed amendment would not: l (1) Involve a significant increase in the probability or consequences of an accident previously evaluated; or (2) Create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) Involve a significant reduction in a margin of safety. The following evaluation is provided for the no significant hazards consideration standards.

1. Does the change involve a significant increase in the probability or consequences of an accident previously evaluated?
a. This change deletes an expired Unit i license condition and a Unit 2 license requirement that is not required since it is redundant to the reporting requirements addressed in 10 CFR 50.73. Deleting these requirements does not involve any increase in the probability or consequences of an accident previously evaluated.
b. NO SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION Based on the considerations expressed above, it is con'cluded that l the activities associated with this license amendment request satisfy the requirements of 10 CFR 50.92(c) and, accordingly, a no significant hazards consideration finding is justified. ENVIRONMENTAL CONSIDERATION This license amendment request changes a requirement with respect to the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20.
