REGARDING LICENSE AMENDMENT REQUESTS TO REVISE RISK-INFORMED EXTENDED COMPLETION TIMES (EPID NOS. L-2017-LLA-0256 AND L-2017-LLA-0257)

By letter dated May 2, 2017, as supplemented by letters dated July 20 and November 21, 2017, (Agencywide Documents Access and Management System (ADAMS) Accession Nos.

ML17122A116, ML17201Q132, ML17325A588), Duke Energy Carolinas, LLC (Duke, the licensee) submitted license amendment requests {LARs) to revise Catawba Nuclear Station, Units 1 and 2 (Catawba) and McGuire Nuclear Station, Units 1 and 2 (McGuire) Technical Specification (TS), 3.8.1, "AC [Alternating Current] Sources - Operating," to extend the Completion Time (CT), of Condition B for an inoperable emergency diesel generator (DG), from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 14 days. To support this request, a supplemental power source (i.e., two supplemental diesel generators (SDGs)) with the capability to power any emergency bus will be added to each station. Also part of the audit was to discuss another LAR dated September 14, 2017 (ADAMS Accession No ML17261B255) for Catawba to revise TS 3.7.8, "Nuclear Service Water System [NSWS]," by adding a new condition to allow Single Pond Return Header Operation of the NSWS with a 30-Day CT.

To support its review of the LAR, the U.S. Nuclear Regulatory Commission staff conducted a regulatory audit at Duke Energy Offices in Charlotte, North Carolina from May 8, 2018 to May 10, 2018 to verify information submitted by the licensee and the supporting information.

1.0 BACKGROUND

The U.S. Nuclear Regulatory Commission (NRC) staff determined the need for a regulatory audit to be conducted in accordance with the Office of Nuclear Reactor Regulation (NRR) Office Instruction LIC-111, "Regulatory Audits" (ADAMS Accession No. ML082900195), for the NRC staff to gain a better understanding of the LARs. An audit plan was issued by the NRC staff by letter dated May 2, 2018 (ADAMS Accession No. ML18117A187). The NRC staff conducted the regulatory audit in accordance with the NRR Office Instruction LIC-111.

2.0 AUDIT DATES AND LOCATION The regulatory audit was held at the Duke Energy Offices in Charlotte, North Carolina. The audit was peformed from May 8 to May 10, 2018.

SUMMARY

Technical discussions focused on the following major review areas: (1) technical acceptability of the McGuire and Catawba internal events, high winds, and fire PRAs, (2) Catawba F&O closure report review, and (3) technical discussions of audit questions with the licensee's team.

In addition, NRC discussed non-PRA methods used for evaluating the risk from seismic events and other external hazards. During the audit, the NRC staff discussed questions associated with the license amendment request and identified new information that is needed in order for staff to reach a licensing decision.

6.0 EXIT BRIEFING At the conclusion of the audit, the team participated in a summary exit meeting with the Duke Energy audit team on May 10, 2018. The NRC staff provided a brief conclusion of the audit objectives that were met and details on the path forward. There were no open items needing further clarification and no deviation from the audit plan.
