ML17332B024), Duke Energy Progress (the licensee) requested the subject amendment to Operating Licenses OLs DPR-71 and DPR-62.

The U.S. Nuclear Regulatory Commission (NRC) staff is reviewing your submittal and has determined that additional information is required to complete the review. The proposed questions related to Human Factors review were discussed by telephone with your staff on December 5, 2017. Your staff confirmed that the request for additional information (RAI) shown below: 1. was understood,

2. does not contain sensitive information, and
3. you will provide a response by December 6, 2017, after receiving this request.

The NRC staff considers that timely responses to RAIs help ensure sufficient time is available for staff review and contribute toward the NRC's goal of efficient and effectiv e use of staff resources. Please note that if you do not respond to this request by the agreed-upon date or provide an acceptable alternate date, we may deny your application for amendment under the provisions of Title 10 of the Code of Federal Regulations , Section 2.108. Request for Additional Information - PRA Operations and Human Factors Branch APHB-RAI 1 - Temporary Diesel Generator Response Time

Regulatory Bases: Regulatory Position 6.3.1 of Regulatory Guide (RG) 1.174, Revision 2, "An Approach for Using Probabilistic Risk Assessment in Risk-Informed Decisions on Plant-Specific Changes to the Licensing Basis" Section 3.1, "Deterministic Evaluation," of the submittal lists the SUPP-DG as an available method to extend station battery capacity to a four hour coping duration by connecting to and powering the station battery chargers. Section 3.1 of the BSEP exigent amendment also states that a temporary diesel generator system has been provided as additional defense-in-depth. The temporary diesel generator system consists of two 480 V, 2000 kw diesel generators with synchronization capability that can be tied into the 4160 V electrical 2distribution system connections at the SUPP-DG electrical enclosure. Existing approved station procedures and flow charts direct the connection of the SUPP-DG to a 4160 V emergency buss and Section 3.2.3.4, "Safety Margin," confirms that the required connections can be accomplished in one hour.

In order to credit the above temporary diesel generator system for the PRA review, please confirm that the

work instructions for aligning the temporary diesel system to the BSEP electrical distribution system support completion of this activity in one hour.
