In a letter dated November 28, 2017, (Agencywide Documents Access and Management System (ADAMS)

Accession Nos. ML17332B024), Duke Energy Progress (the licensee) requested the subject amendment to Operating Licenses OLs DPR-71 and DPR-62.

The U.S. Nuclear Regulatory Commission (NRC) staff is reviewing your submittal and has determined that additional information is required to complete the review. The proposed questions related to the electrical engineering review were discussed by telephone with your staff on December 4, 2017. Your staff confirmed that the request for additional information (RAI) shown below:

1. was understood,

2. does not contain sensitive information, and

3. you will provide a response by December 5, 2017, after receiving this request.

The NRC staff considers that timely responses to RAIs help ensure sufficient time is available for staff review and contribute toward the NRCs goal of efficient and effective use of staff resources. Please note that if you do not respond to this request by the agreed-upon date or provide an acceptable alternate date, we may deny your application for amendment under the provisions of Title 10 of the Code of Federal Regulations, Section 2.108. Plant Licensing Branch II-2 Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation 301-415-8480 OWFN O8E06 Mail Stop O8B1A andrew.hon@nrc.gov Request for Additional Information - Electrical Engineering Operating Reactor Branch Regulatory Bases: GDC 17, Electric power systems, of Appendix A to Part 50 of Title 10 of the Code of Federal Regulations requires, in part, that nuclear power plants have onsite and offsite electric power systems to permit the functioning of structures, systems, and components (SSCs) that are important to safety.

Provisions shall be included to minimize the probability of losing electric power from any of the remaining supplies as a result of, or coincident with, the loss of power generated by the nuclear power unit, the loss of power from the transmission network, or the loss of power from the onsite electric power supplies.

EEOB-RAI-1

a. Please provide a brief discussion of the load testing performed on SUPP-DG in the recent past (e.g., the date of performance, loading data etc.) and the results to ensure its availability during the Completion Time extension.

b. Please provide a discussion to confirm that the protection devices (breaker/relay etc.) associated with the SUPP-DG have been coordinated with the downstream protection devices.

EEOB-RAI-2 In the LAR, on Page 21 (continued on Page 22) of the Enclosure, the following is stated:

The other EDGs, offsite sources of power and the associated engineered safety equipment will remain operable and the SUPP-DG will remain available to mitigate the consequences of any previously analyzed accident.

Since, the SUPP-DG can take up to an hour to provide power to an emergency bus, if needed, please explain how the SUPP-DG can contribute to mitigating the consequences of any previously analyzed accidents.
