(Ml 18270A 130) By letter dated August 23, 2018 (Reference 1 ), Exelon Generation Company, LLC (Exelon) submitted changes to the Technical Specifications (TS), Appendix A of Operating License Nos. DPR-53 and DPR-69 for Calvert Cliffs Nuclear Power Plant (CCNPP), Units 1 and 2, respectively.

Specifically, Exelon requested two one-time use extensions to TS 3.8.1 (AC Operating)

Actions A.3 and 0.3 Completion Times (CTs) for an inoperable offsite circuit from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to fourteen (14) days in order to allow for the future installation and tie in of a new 13 kV service transformer during the 2019 Unit 2 Refuel Outage and the 2020 Unit 1 Refuel Outage.

U.S. Nuclear Regulatory Commission Supplement-Withdraw of proposed TS 3.8.1 Actions A.3 Docket Nos. 50-317 and 50-318 November 30, 2018 Page2 The NRC staff reviewed the information provided and identified the need for additional information to complete their evaluation of the amendment request. The final request for additional information (RAI) was sent from the NRC to Exelon by electronic mail message on October 29, 2018 (Reference 2). By letter dated November 12, 2018 (Reference

3) Exelon responded to NRC RAI to facilitate the NRC technical review. Since the issuance of TS Amendment Nos. 326 and 304 to add a Risk-Informed Completion Time Program (Reference
4) the TS 3.8.1.A.3 Action is now a risk informed completion time. An adequate risk evaluation can be performed under an Exelon controlled program to extend the CT for an inoperable offsite circuit to support the Electrical Distribution Reliability Improvement Project (EDRIP). Therefore, the proposed change to TS 3.8.1.A.3 CT is no longer required.

Via this letter Exelon withdraws the proposed change to TS 3.8.1 (AC Operating)

Action. A.3 CT for an inoperable offsite circuit from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to fourteen (14) days. The proposed change to TS 3.8.1 (AC Sources-Operating)

Action D.3 remains valid and in effect. In addition, a minor correction should be noted that the Attachments 3 and 4 banner pages in Reference 3 should reflect Calvert Cliffs Nuclear Power Plant. Exelon has reviewed the information supporting a finding of No Significant Hazards Consideration provided to the NRC in Reference 1 and determined that the information provided in this supplement letter does not affect the bases for concluding that the proposed license amendment does not involve a significant hazards consideration.

Furthermore, the information provided in this supplement letter does not affect the bases for concluding that neither an environmental impact statement nor an environmental assessment needs to be prepared in connection with the proposed amendment.
