P. Garrett NRC Senior Resident Inspector Surry Power Station Attachment to Serial No. 06-1 99A Regulatory Commitment Evaluation Summary for the Year 2005 Surry Power Station Regulatory Commitment Evaluation
-approved 6/9/2005: In response to NRC IE Bulletin 82-02, titled Degradation of Threaded Fasteners in the Reactor Coolant Pressure Boundary (RCPB) of PWR Plants, procedures relating to the RCPB were revised to incorporate NDT inspection of bolting material when opened for inspection or maintenance.
The inspections directed by Bulletin 82-02 are no longer required based on the current practice of not using the injection sealants and lubricants cited in the bulletin, the Boric Acid Corrosion Control Program, Reactor Coolant System pressure testing, and ASME Code required examinations applicable for bolting. The intent of the original commitment to identify RCPB bolting degradation due to either boric acid corrosion wastage or stress corrosion cracking related to the use of certain injection sealants or lubricants will continue to be satisfied.
Thus, elimination of the Bulletin 82-02 inspections is acceptable.
