~eHonorableDixyLeeRay.Cr'0September10,1974Difficultyalsohasbeenexperiencedinrespecttorepeatedoccurrencesofexcessive'leakageratesofthemainsteamisolationvalvesunder'testcon-ditions.Theapplicantnowproposestoremachinethevalveseatsandplugstoanimprovedconfigurationandbelievesthatthis,togetherwiththeprobablelowlevelsofresidualstressesnowexistinginthesevalves,wi'llenablemaintenanceofacceptableleakagerates"inthefuture'.-ThismattershouldbefollowedcloselybytheRegulatoryStaff.aAnumberofdesignimprovementshavebeenaccomplishedorcomnittedtosinceoperationbegan.Amongthemostsignificantofthesefromthepointofviewofsafetyarethefollowing.Thefeedwoter"systemhasbeenmodifiedalsotoserveasanadditionalemergencycorecoolingsystemforsmallbreaks;emergencypowerforthissystemissuppliedbyanoffsitesourceofhydro-electricpower.'fuelcaskdropprotectionsystemhasbeendesignedandapproved,andinstallationwillbecompletedbeforeshipmentofspentfuelisundertaken.Acontainmentatmospheredilution(CAD)systemforcombustiblegascontrolwillbeinstalledandavailableforoperationin1976.Anad-ditionalprimarypressureboundaryleakdetectionsystemhasbeenadded,andposition'indicationinthecontrolroomforthecontaitunentvacuumbreakervalveshasbeenprovided.Approximatelyone-fifthofthereactor7x7fuelbundleshavebeenreplacedwith8x8fuel;throughadditionalreloads,thecoreeventuallyistoconsistentirelyof,8x8fuel.Becauseoftherelativelylimitedaccessibilityforin-serviceinspectionofthereactorpressurevessel,theCommitteewishestoemphasizeagainitsbeliefthatadditionalmeansforassuringcontinuedvesselintegrity,in-cludingpossibleimprovementinaccessibility,shouldcontinue,tobeactivelystudied'andimplementedtothedegreepractical.TheCommitteerecotrrnendsthattheRegulatoryStaffandtheapplicantgiveturtherconsiderationtothepossibleadvisabilityofadditionalbackfittingofUnit1wheres'ignificantandpracticalsafetyimprovementscanbcmade.TheCommitteebelievesthat,inviewofthegenerallysatisfactoryoperatingexperiencetodateandthe'improvements'madeintheplant'asnotedherein,andsubjecttotheabovecommentsand-thoseinpreviousACRSreportsonthisplant,thereexistsreasonableassurancethattheNineMilePoint"'-NuclearStationUnit1,cancontinuetobeoperatedatpowerlevelsupto1850MM('t)withoutunduerisktothehealthandsafetyof'hepublic.TheCommitteeconcursinconversionofthepresentprovisionaloperatinglicensetoafull-termoperatinglicense.Sincerelyyours,M.R.StrattonChoirman
