p EQUIPMENT QUALIFICATION BRANCH INPUT FOR SUPPLEMENT NO. 5 0F T:iE SAFETY EVALUATION REPORT SHEARON HARRIS, UNITS 1 AND 2 DOCKET NOS. 50-400/401 3.11 Environmental Qualification of Mechanical and Electrical Equipment In December,1979 the staff issued guidance for the environmental quali-fication of safety related electrical equipment in NUREG-0588, " Interim Staff Position on Environmental Qualification of Safety-Related Electrical Equipment." By letters dated February 5, 1980 and February 21, 1980 the-staff requested the applicant to review the environmental quali-fication documentation for each item of safety-related-electrical equipment which could be exposed to a harsh envirpn nt so as to identify the degree to which the associated envi.ronmental qualifi-l cation program compl_ies with the staff's positions as described in
. NUREG-0588. Wheretherearedeficiencjes',~theapplicantmustcommit to corrective action (requalificatic*n, replacement, relocation, etc.) consistent with the requirements to establish qualification.

The Commission Memorandum and Order, CLI-80-21, dated May 23, 1980 directs that safety-related electrical equipment for piants under licensing review be in compliance with NUREG-0588.
The applicable
. requirements -for Shearon Harris are in Category II of NUREG-0588 and full qualification of all equipment must be achieved by fuel load. The applicant must submit his environmental qualification program for safety-related electrical and mechanical equipment located in harsh. environment areas.
For electrical equipment, the submittal should address detailed information as outlined in NUREG-0588, Appendix E.

d In order to determine the extent to which safety-related mechanical equipment located in harsh environments is qualified, the staff review will concentrate on equipment containing materials that are sensitive to environmental effects, such as seals, gaskets, lubricants, fluids for hydraulic systems, and diaphragms.
The suitability of materials used must be established, and replacement and maintenance schedules must be developed.
Safety-related mechanical and electrical equipment, located in harsh ormildenvironments,shouldbesubjectedtoamainte6$nceandsur-veillanceprogram(referenceReg. Guide 1.33andIeg. Guide 1.89,
