The licensee should either (1) develop a successfulmitigating strategy that does not rely on repowering the SSFRCMU pumps following recession of floodwaters or (2) Not Startedprovide adequate justification that the SSF RCMU pumps canreliably be repowered following recession of floodwaters(ISE Open Item # 3.2.1.6.A).3. Provide adequate basis that nitrogen from the core floodtanks will not be injected into the reactor coolant system (ISE Not StartedOpen Item # 3.2.1.6.B).4. When further analyses are completed, the licensee shouldprovide additional information that either supports aconclusion that pressurizer relief or safety valves do not lift Not Startedduring the ELAP event or that lifting of the valve(s), if itoccurs, is acceptable (ISE Open Item # 3.2.1.6.C).5. Provide additional information demonstrating successfulmitigation of an ELAP event involving an uncontrolledcooldown resulting from consequential damage to the main Not Startedsteam system due to the severe natural hazard that initiatesthe ELAP event (ISE Open Item # 3.2.1.6.D).6. Demonstrate that Oconee's approach for modeling boric acidmixing is consistent with a generically acceptablemethodology or develop a plant-specific technical basis to Not Startedsupport the modeling assumptions for boric acid mixing inthe ELAP analysis for Oconee (ISE Open Item # 3.2.1.8.B).d) Generic ConcernsThe following summarizes ONS's review of six (6) generic issues:1. Electric Power Research Institute (EPRI) Report 3002001785, Use of ModularAccident Analysis Program (MAAP) in Support of Post-Fukushima Applicationsand NRC endorsement (Reference E9 & Reference E18).* The Oconee mitigating strategy is evaluated using RELAP5 and RETRAN for theNSSS response, and FATHOMS and GOTHIC for the containment response.2. Electric Power Research Institute (EPRI) Report 3002000623, Nuclear MaintenanceApplications Center: Preventive Maintenance Basis for FLEX Equipment and NRCendorsement (Reference El0 & Reference Ell).* ONS intends to follow EPRI Report 30002000623 in the development of maintenanceand testing programs for equipment acquired in response to Mitigation StrategiesOrder EA-12-049 unless otherwise justified.Encl. Page- 6 ENCLOSURE: ONS THIRD SIX-MONTH STATUS REPORT (ORDER EA-12-049) (FLEX)(Note: The references for this Enclosure are listed in Section 8)3. Westinghouse report, Westinghouse Response to NRC Generic Request forAdditional Information (RAI) on CENTS Code in Support of the Pressurized Waterreactor Owners Group (PWROG) and NRC endorsement (Reference E12 &Reference E13).* The Oconee mitigating strategy is evaluated using RELAP5 and RETRAN for theNSSS response, and FATHOMS and GOTHIC for the containment response.4. Nuclear Energy Institute (NEI) position paper, Position Paper: Shutdown/RefuelingModes and NRC endorsement (Reference E14 & Reference E15).* It is Oconee's intent to abide by the NEI position paper for shutdown and refuelingmodes.5. Nuclear Energy Institute (NEI) white paper, Battery Life Issue and NRCendorsement (Reference E16 & Reference E17).* For FLEX strategy planning purposes (resource allocation, debris removal, Phase 2deployment, etc.) for T=O events, the SSF will be relied on for approximately 24 hoursfor Phase 1 or one third of the 72 hour SSF design mission time. All instrumentreadings required to support the ELAP cool down are available in the SSF during thisPhase 1 time period. This will allow time to deploy the primary repower strategy torepower the vital battery chargers and associated busses without performing additionalload shedding. This approach eliminates resources required to perform additional loadshedding activities on all 3 units in the T+2, to T+3 hour timeframe in which manycritical activities are underway and eliminates potential unanticipated interactionscreated by load shed activities. Based on the above, the station vital batteries will beavailable for approximately 4 hours after loss of power.6. Westinghouse position paper, Westinghouse Response to NRC Generic Requestfor Additional information (RAI) on Boron Mixing in support of the PressurizerWater Reactor Owners Group (PWROG) and NRC endorsement (Reference E21 &Reference E22).* Oconee Nuclear Station will address this generic issue in the ISE Open Item #3.2.1.8.B.7) Potential Interim Staff Evaluation ImpactsThere are no potential impacts from the Interim Staff Evaluation identified.Encl. Provide a description and justification for the specificevaluation model(s) used in the ELAP analyses for Oconee Not Started(ISE Open Item # 3.2.1.1.A).2. Nuclear Energy Institute (NEI) white paper, Battery Life Issue and NRCendorsement (Reference E16 & Reference E17).* For FLEX strategy planning purposes (resource allocation, debris removal, Phase 2deployment, etc.) for T=O events, the SSF will be relied on for approximately 24 hour2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
sfor Phase 1 or one third of the 72 hour8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
SSF design mission time. Based on the above, the station vital batteries will beavailable for approximately 4 hours4.62963e-5 days
0.00111 hours
6.613757e-6 weeks
1.522e-6 months
after loss of power.6.
