Dear Mr. Pollock:
The U.S. Nuclear Regulatory Commission (NRC) staff has considered your request to endorse the Electric Power Research Institute (EPRI) Report 3002000623 entitled Nuclear Maintenance Applications Center: Preventive Maintenance Basis for FLEX Equipment, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13276A573).
The purpose of the report is to describe the EPRI Preventive Maintenance Basis Database and recent modifications made to assist licensees development of maintenance and testing programs for equipment acquired in response to Mitigation Strategies Order EA-12-049, Order Modifying Licenses with Regard to Requirements for Mitigation Strategies for Beyond-Design-Basis External Events (ADAMS Accession No. ML12054A735). This report describes a database intended to support the guidance provided in NEI 12-06 Diverse and Flexible Coping Strategies (FLEX) Implementation Guide (ADAMS Accession No. ML12221A205). The NRC staff has interacted with your staff and external stakeholders during the development of this modification to the EPRI Preventive Maintenance Basis Database.
The NRC staff agrees that the Report and database can provide a useful input to an acceptable approach for licensees to use in developing their maintenance and testing programs. The NRC staff will evaluate the resulting programs through the audit and inspection processes.
