On September 16-17, 2015, a review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC) participated in a site audit at the Regional Economic Development, Inc. building, 500 E Walnut St., Suite 102, Columbia, MO, related to the environmental review of Northwest Medical Isotopes, LLC's (NWMI) construction permit application for its proposed radioisotope facility. The primary goal of the site visit was to review documentation and gather information. The site audit was conducted in accordance with the issued audit plan (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15202A643). A list of representatives from the Boone County Commission, the Regional Economic Development, Inc., NRC, NWMI and its contractors, and the University of Missouri Research Reactor (MURR) who participated in the site audit is provided in Enclosure 1. 
The audit began on September 16, 2015, with an entrance meeting to introduce participants and to discuss logistics of the audit. Following the entrance meeting, presentations were led by NRC staff and NWMI staff. NRC staff presented an overview of the environmental review process (Enclosure 2) and NWMI presented an overview of the radioisotope production process, connected actions and modifications at the three research reactors, and the alternative site selection process. NRC staff reviewed information need responses and examined documents used by NWMI in preparation of the Environmental Report. In the afternoon, NRC staff participated in a general site tour of: the proposed facility site location, Discovery Ridge Research Park; MURR; and the alternative facility site location adjacent to MURR in Columbia, MO.
On September 17, 2015, the NRC staff met with NWMI staff to address the specific audit needs identified in the audit plan. Most of the NRC staff's questions identified in the audit plan or during the audit were answered through the conduct of the audit. Those that were not, will be answered by NWMI, as it responds to a request for additional information (RAI) letter to be issued subsequently. Furthermore, on September 17, 2015, NRC staff visited the State Historic C. Haass Preservation Office (SHPO) in Jefferson City, MO, to discuss NRC's environmental review, NRC's approach to integrating the National Environmental Policy Act (NEPA) review process and Section 106 of the National Historic Preservation Act (NHPA) review, and NWMI's construction permit application for a proposed radioisotope facility at the Discovery Ridge Research Park. The SHPO indicated that it was familiar with the proposed project, having been contacted by NWMI in 2013 regarding review of the Cultural Resource Investigations Phase 1 Survey for Discovery Ridge and concurred with the NWMI investigator's recommendation that there would be no historic properties affected.
At the conclusion of the site audit, an exit meeting was conducted and NRC staff summarized the status of the review and that any additional information necessary to support the review would be formally requested via the RAI process. The RAI letter will be made publically available in ADAMS at http://www.nrc.gov/reading-rm/adams.html.
