NOTICE OF AVAILABILITY OF THE DRAFT ENVIRONMENTAL IMPACT STATEMENT FOR THE NORTHWEST MEDICAL ISOTOPES, LLC, MEDICAL RADIOISOTOPE PRODUCTION FACILITY CONSTRUCTION PERMIT APPLICATION (CAC NO. MF6135)

Dear Ms. Haass:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the draft environmental impact statement (EIS) for the Northwest Medical Isotopes, LLC (NWMI), medical radioisotope production facility construction permit application. Enclosed is a copy of the draft EIS, a CD with the draft EIS and a draft of the associated Federal Register Notice of Availability. This notice advises the public that the draft EIS is publicly available at the NRC public document room (PDR) or from the NRC's Agencywide Documents Access and Management System (ADAMS).

ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The accession number for draft EIS is ML16305A029. In addition, the Daniel Boone Regional Library located at 100 West Broadway, Columbia, Missouri 65203, has agreed to make the draft EIS available.

As discussed in Chapter 6 of the draft EIS, the NRC staffs preliminary recommendation, unless safety issues mandate otherwise, is the issuance of the construction permit to NWMI. This recommendation is based on: (1) NWMIs Environmental Report; (2) the NRC staffs consultation with Federal, State, and local agencies, as well as Tribal officials; (3) the NRC staffs independent environmental review; and (4) the NRC staff's consideration of public comments received during the scoping process.

A public meeting to discuss the findings of the draft EIS will be held on December 6, 2016, at the Holiday Inn East-Columbia, 915 Port Way, Columbia, Missouri. The meeting will convene at 6:00 p.m. and will continue until 8:00 p.m., as necessary. Additionally, the NRC staff will host informal discussions one hour prior to the start of the meeting at the same location. An NRC meeting notice will be published to provide more details about this public meeting.

A separate Notice of Availability of the draft EIS will be placed in the Federal Register by the U.S. Environmental Protection Agency.
