Dear Governor Butler-Wolfe:
The U.S. Nuclear Regulatory Commission (NRC) is conducting an environmental review of a construction permit application submitted by Northwest Medical Isotopes, LLC (NWMI), for a radioisotope production facility. This facility, if licensed, would produce radioisotopes for use in diagnostic medical procedures. The proposed location of this facility is Discovery Ridge Park in Columbia, Boone County, Missouri. As part of its review of the proposed action, the NRC has prepared a draft environmental impact statement (EIS) that includes analyses of relevant environmental issues, including potential impacts to historic, archeological and cultural properties from construction, operation, and decommissioning activities associated with the proposed facility.
As stated in our letter to your tribe dated November 20, 2015, the NRC is conducting Section 106 consultations in compliance with the National Historic Preservation Act (NHPA) through the requirements of the National Environmental Policy Act (NEPA), as outlined in 36 CFR 800.8(c).
The NRC staffs preliminary determination is that no historic properties would be affected by this undertaking. As discussed in the draft EIS, this conclusion is based upon 1) the environmental report submitted by NWMI; 2) NRCs environmental audit of the proposed site and independent analysis and review of historic and archaeological records; 3) consultation with Federal, State, Tribal and local agencies; and 4) consideration of public comments received during the scoping process.
E. Butler-Wolfe A copy of the draft EIS with this conclusion is enclosed. Pursuant to 36 CFR 800.8(c), we are requesting your comments on the draft EIS and on our preliminary conclusion. As stated in our letter to your tribe dated November 20, 2015, the NRC is conducting Section 106 consultations in compliance with the National Historic Preservation Act (NHPA) through the requirements of the National Environmental Policy Act (NEPA), as outlined in 36 CFR 800.8(c).
