3.EVALUATIONThelicenseerespondedtoSupplement1ofNRCBulletin90-01onMarch5,1993.ThelicenseeprovidedadditionalinformationonMarch9,1994.ThelicenseenotifiedtheNRCthattheirtransmitterreplacementswerecompleteonAugust19,1994.ThoseresponseswerecomparedtotheBulletin~Reortinddidibdb1.ThhavingRosemounttransmittersthataresubjecttotheReuestedActionsoftheSupplement.OtherRosemounttransmittersare'outsidethescopeoftheSupplementduetoreplacementorrefurbishment.3.1EvaluationofLicenseeResonsetoReortinReuirementsThelicenseestates,inReference3,thattheyintendtoimplementtheReuestedActionsdetailedinSupplement1ofNRCBulletin90-01.Includedwiththatstatementisclarification,interpretation,andthelimitsplacedonthatcommitment.ThelicenseedescribedthespecificactionstakentoexecutetheReuestedActions.Thelicenseeprovidedastatementthatthe~ReuestedActionsarecompleteonAugust18,1994.Thelicenseesubmitt'alsconformtotheReortinReuirementsofSupplement1ofNRC,Bulletin90-01.3.2EvaluationofLicenseeResonsetoReuestedActionsSupplement1ofNRCBulletin90-01requestedlicenseeactiontoresolvetheissueoffill-oilleakageinRosemounttransmitters.ThisTechnicalEvaluationReportsummarizestheReuestedActionsandtheassociatedtransmi'ttercriteriainSection2.RosemounttransmittersmanufacturedafterJuly11,1989arenotsubjecttotheSupplementrequirementsoranenhancedsurveillancemonitoringprogram.Thelicensee'esponsetotheSupplementisdiscussedinthefollowingsections.
3.2.1LicenseeResonsetoReuestedAction1.aUnitNo.1ThelicenseestatesthereareRosemounttransmittersfromthistransmitterclassificationatUnitNo.1oftheSt.LuciePlant.Thelicenseescheduledthesubjecttransmittersforreplacementinthespringof1993.However,thelicenseecommi.ttedthatifadelayintransmitterinstallationoccurred,thelicenseewillmonitorthattransmittermonthlyaspartoftheirenhancedsurveillancemonitoringprogram.ThelicenseestatedtheywillnotincreasethesurveillanceintervalfrommonthlywithoutprovidingjustificationtotheNRC.Thelicenseeactionsfortransmittersintransmitterclassificationl.aatUnitNo.1areacceptable.AsnotedinReference5,thelicenseeactionsforthistransmitterclassificationarecomplete,andthetransmittersreplacedasscheduled.UnitNo.2ThelicenseestatesthereareRosemounttransmittersfromthistransmitterclassificationatUnitNo.2oftheSt.LuciePlant.However,allUnitNo.2RosemounttransmittersinthistransmitterclassificationweremanufacturedafterJuly11,1989,andareexemptfromtheSupplementrequirements.3.2.2LicenseeResonsetoReuestedAction1.b.UnitNo.1ThelicenseestatesthereareRosemounttransmittersfromthistransmitterclassificationatUnitNo.1oftheSt.LuciePlant.Thelicenseescheduledthesubjecttransmittersforreplacementinthespringof1993.However,thelicenseecommitted,inReference3,thatifadelayintransmitterinstallationoccurred,thelicenseewillmonitorthattransmitter quarterlyaspartoftheirenhancedsurveillancemonitoringprogram.ThelicenseestatestheywillnotincreasethesurveillanceintervalfromquarterlywithoutprovidingjustificationtotheNRC.Thelicenseeactionsfortransmittersintransmitterclassification1.batUnitNo.1areacceptable.AsnotedinReference5,thelicenseeactionsforthistransmitterclassificationarecomplete,andthetransmittersreplaced.asscheduled.UnitNo.2ThelicenseestatesthereareRosemounttransmittersfromthistransmitterclassificationatUnitNo.2oftheSt.LuciePlant.Thelicenseescheduledthesubjecttransmittersforreplacementinthefallof1993.Thelicenseecommitted,inReference3,tomonitorthesetransmittersquarterlyaspartoftheenhancedsurveillancemonitoringprogramuntilreplaced.SomeoftheUnitNo.2RosemounttransmittersweremanufacturedafterJulyll,1989,andareexemptfromtheSupplementrequirements.Thelicenseeactionsfortransmittersintransmitterclassification1.batUnitNo.2areacceptable.AsnotedinReference5,thelicenseeactionsforthistransmitterclassificationarecomplete,andthetransmittersreplacedasscheduled.3.2.3LicenseeResonsetoReuestedAction1.cThelicenseestatesthereareRosemounttransmittersfromthistransmitterclassificationattheSt.LuciePlant.Thelicenseestatesthatthesetransmitterswillparticipateinanenhancedsurveillancemonitoringprogramonarefuelingbasis.Theintervalwillnotexceed24months.Eitherreplacementorsuccessfullyachievingthepsi-monthmaturitythresholdwillremoveatransmitterfromtheenhancedsurveillancemonitoringprogram.ReplacementwithatransmittermanufacturedafterJuly11,1989,removesthetransmitterfromtheSupplementrequirements.Successfullyachievingmaturitytransfersthetransmittertotransmitterclassificationl.e.SeeSection3.2.5.
