2.0BACKGROUNDTheaccidentmonitoringinstrumentation,Table3.3-llandtheaccidentmonitoringinstrumentationsurveillanc'erequirements,Table4.3-7oftheSt.Lucie1TechnicalSpecificationsdonotpresentlycoveralltheinstalledaccidentmonitoringinstrumentation.Thelicenseehasaddedincorethermocouples,containmentsumpwaterlevel(narrowandwideranges),containmentpressureandreactorvessellevelmonitoringsysteminstrumentationtotheplant.Theaccidentmonitoringinstrumentation,Table3.3-lOandtheaccidentmonitoringinstrumentationsurveillancerequirements,Table4.3-7oftheSt.Lucie2TechnicalSpecificationsdonotpresentlycoveralltheinstalledaccidentmonitoringinstrumentation.Thelicenseehadaddedreactorvessellevelmonitoringsysteminstrumentationtotheplant.

3.0EVALUATIONHehavecomparedtheproposedchangesinthetechnicalspecificationswiththerequirementsofNUREG-0737andfindthatthelicenseesrequestforanamendmenttotheSt.LuciePlant,UnitNos.land2TechnicalSpecificationindicatesthatthechangesarenecessaryandappropriate.Theadditionofthiscurrentlyinstalledandoperationalinstrumentationtothetechnicalspecificationswillprovideahigherdegreeofcontrolandoperationalreadinessbyrequiringoperabilityandmonthlysurveillanceofaccuracy.

4.0CONCLUSION

SBasedonourevaluation,weconcludethefollowingwithregardtotheproposedchangestotheplanttechnicalspecificationsforSt.LuciePlant,UnitNos.1and2.oTheinstrumentationproposedforadditiontothetechnicalspecificationtablesisconsistentwiththerequirementsofNUREG-0737.oThechangesproposedbythelicenseetotheactionstatementsandthesurveillancerequirementsareadequate.oTheamendmentinvolvesnosignificanthazardconsiderationsinthatitisachangethatconstitutesanadditionallimitation,restrictionorcontrolnotpresentlyinthetechnicalspecifications.
