COOPER NUCLEAR STATION - CORRECTION TO AMENDMENT NO. 218 (TAC NO. MC6760)
Dear Mr. Edington:
By letter dated March 30, 2006, the Commission issued Amendment No. 218 to FacilityOperating License No. DPR-46 for the Cooper Nuclear Station (CNS). The amendment, in response to your application dated April 13, 2005, as supplemented by letter dated September 29, 2005, revised various sections in the CNS Technical Specifications (TSs).
The TS changes: (1) revised the frequency for performing control rod scram time surveillancefollowing outages; (2) allowed insertion of a control rod withdrawal block and verification that all rods are fully inserted in lieu of suspending fuel movement when a refueling equipment interlock is inoperable; (3) clarified which Emergency Core Cooling System (ECCS) instrumentation must be operable when in shutdown; and (4) eliminated the need to requireautomatic start of the emergency diesel generators when the ECCS does not need to beoperable.Nebraska Public Power District submitted the license amendment request with markup and finaltyped TS pages. The logical connectors in Condition A Required Action of TS Section 3.9.1 were correctly aligned on the markup of TS page 3.9-1, but were incorrectly aligned on the final typed page. Enclosed is the corrected page. The page to be replaced is page 3.9-1 of the TS issued in the letter dated March 30, 2006.Sincerely,/RA/Brian J.
