OF THE MARCH 13, 2008, REGULATORY INFORMATION CONFERENCE SESSION TITLED, "POST-APPROVAL SITE INSPECTION FOR LICENSE RENEWAL" On March 13, 2008, the U.S. Nuclear Regulatory Commission (NRC) staff held an informational session, titled "Post-Approval Site Inspection for License Renewal" as part of the Regulatory Information Conference (RIC), at the Bethesda North Marriott Hotel and Conference Center at 5701 Marinelli Road, North Bethesda, Maryland. The purpose of the session was to present information regarding the implementation of Inspection Procedure 71003 (IP 71003), as well as to answer any questions or concerns regarding the procedure in order to provide timely, consistent, and understandable information to licensees with renewed operating licenses and other external stakeholders. The NRC's presentation slides are enclosed.
 
Panelists for the session included Dr. Pao-Tsin Kuo, Dr. Rajender Auluck, Richard Conte, AnnMarie Stone, and George Hopper from the NRC and Michael Fallin from Constellation Energy. The session was attended by the NRC staff, as well as external stake-holders and Nuclear Energy Institute (NEI) representatives. Dr. Kuo introduced the panelists and provided a short history of the license renewal program. This was followed by presentations given by Dr. Auluck and Mr. Conte summarizing developmental phases of IP 71003, its implementation,  and its role in the license renewal process. The morning session concluded with a question and answer segment, which continued into the afternoon session along with a series of questions from external stakeholders covering various aspects of the post license renewal inspection.
 
Questions centered on the implementation of the new procedure, and the NRC's expectations of the industry in support of these inspections. Two unanswered questions emerged from the session:  1) What will the inspection report look like for the IP 71003 inspection; will it be similar to that issued for the IP 71002 inspections, and 2) can the facilities docket the technical details of the review of newly identified systems, structures and components (SSCs) in separate correspondence/packaging/submittals in accordance with 50.59 and 50.71 requirements?  All other questions were appropriately addressed during the RIC Session. 
 
Three key points were made through the course of this session:
: 1. The main focus in the implementation of this inspection procedure is to verify those license conditions which have been added as part of the renewed license, license renewal commitments, and that selected aging management programs (AMPs) are implemented in accordance with the license renewal regulations.
: 2. The staff has revised the post license renewal inspection guidance associated with the verification of licensee's implementation of its commitments. This update incorporated lessons learned and process improvements that will provide for efficiency and effectiveness of the post-renewal verification process. 
: 3. Addressing comments and concerns related to the staff's inspecting and verifying license renewal commitments for newly identified SSCs per 10 CFR 54.37(b), using post-approval site inspection procedure  IP 71003, "Post-Approval Site Inspection for License Renewal."
 
During the course of the meeting, all attendees were encouraged to ask questions both verbally and through the use of question cards. A list of these and other frequently asked questions and answers will be available online at the NRC public website under license renewal. No additional comments or feedback has been received at this time. NEI has reviewed this summary and agrees with the content contained.

OF THE MARCH 13, 2008, REGULATORY INFORMATION CONFERENCE SESSION TITLED, "POST-APPROVAL SITE INSPECTION FOR LICENSE RENEWAL" On March 13, 2008, the U.S. Nuclear Regulatory Commission (NRC) staff held an informational session, titled "Post-Approval Site Inspection for License Renewal" as part of the Regulatory Information Conference (RIC), at the Bethesda North Marriott Hotel and Conference Center at 5701 Marinelli Road, North Bethesda, Maryland. The purpose of the session was to present information regarding the implementation of Inspection Procedure 71003 (IP 71003), as well as to answer any questions or concerns regarding the procedure in order to provide timely, consistent, and understandable information to licensees with renewed operating licenses and other external stakeholders. The NRC's presentation slides are enclosed.

Panelists for the session included Dr. Pao-Tsin Kuo, Dr. Rajender Auluck, Richard Conte, AnnMarie Stone, and George Hopper from the NRC and Michael Fallin from Constellation Energy. The session was attended by the NRC staff, as well as external stake-holders and Nuclear Energy Institute (NEI) representatives. Dr. Kuo introduced the panelists and provided a short history of the license renewal program. This was followed by presentations given by Dr. Auluck and Mr. Conte summarizing developmental phases of IP 71003, its implementation, and its role in the license renewal process.
