Dear Dr.Jackson:

I am writing on behalf of MaryAnn E.Black, Chairman of the Durham'County Board of Commissioners, regarding the proposed expansion of high-level radioactive waste storage capacity at Carolina Power&Light's (CP&L)Shearon Harris Nuclear Power Plant in Wake County, North Carolina. As you know, a 30-day public comment period is required under NRC rules following an application to expand the storage capacity for high level nuclear waste at a nuclear power plant. The CP&L application has resulted in a great deal of public debate over safety concerns associated with such an expansion, including the passage of several resolutions of concern by counties and municipalities in the region. The Durham County Board of Commissioners has written to the NRC to request a 30-day extension of the comment period to allow a fuller public airing of concerns and submission of comments to the NRC (copy enclosed).

An extension of the period for public comment appears to be appropriate in this case and'I hope you will seriously consider this request from the Durham County Board of Commissioners.
