SUBJECT:

ISSUANCE OF AMENDMENT NO.1 TO FACILITY OPERATING LICENSE NO. R-130 - DEPARTMENT OF THE AIR FORCE AT McCLELLAN AIR FORCE BASE (TAC NO. MA3477)

Dear General Wiedemer:

The Commission has issued the enclosed Amendment No.1 to Facility Operating License No. R-130 for the McClellan Nuclear Radiation Center (MNRC) TRIGA Research Reactor.

The amendment consists of changes to the technical specifications (TSs) in response to your submittal of November 18,1998.

The amendment clarifies TS 3.8.3, requirements on the quantity and type of radioactive material allowed in experiments such that experiment failure will not result in airborne radioactivity in the reactor room or the unrestricted area exceeding the applicable dose limits in 10 CFR Part 20.

A copy of the safety evaluation supporting Amendment No.1 is also enclosed.
