DEPARTMENT OF THE AIR FORCE HEADQUARTERS SACRAMENTO AIR LOGISTICS CENTER (AFMC)

McCLELLAN AIR FORCE BASE. CALIFORNIA 1

13 April 1999 MEMORANDUM FOR US NUCLEAR REGULATORY COMMISSION ATTENTION: DOCUMENT CONTROL DESK FROM: SM-ALC/cc 3237 Peacekeeper Way, Suite 1 McClellan AFB CA 95652-1044

SUBJECT:

License Number R-130

1. The Air Force, under the Base Realignment and Closure Commission, is conveying the McClellan Nuclear Radiation Center (MNRC) to the University of California at Davis (UCD) on or about 1 October 1999. It is therefore requested that the Nuclear Regulatory Commission transfer MNRC's operating license R-130 to the University of California Regents, with UCD as the license holder.
2. The University of California has a long and successful history operating research reactors, i.e., UC Irvine (1%9-present) and UC Berkeley (1966-1988). This transition will enable UCD to develop the MNRC as a national West Coast research and educational asset.
3. My staff and I are fully committed to ensuring this transfer is successful and will provide any assistance as required. If you have any further questions, my point of contact is Dr. Wade Richards, (916) 643-1024.
