Dear Sir and/or Madam:

In accordance with 10 Code of Federal Regulations 50.80 (a) and (b), we request the transfer of the license for the McClellan Nuclear Radiation Center reactor from the U.S. Air Force to the Regents of the University of California (UC) on behalf of the University of California, Davis (UC Davis) campus. I have delegated UC Davis authority for the reactor license to Vice Chancellor Kevin Smith.

The University of California has a long and successful history of operating research reactors within the Nuclear Regulatory Commission's regulations. The university has operated the UC frvine research reactor since 1969, and effectively operated the UC Berkeley reactor for the period 1966 to 1988.
