: b. The RAI response states site parameters that represent a zero percent exceedance value are based on historical limits excluding peaks less than 2 hours of duration. Consider the following change to Tier 2, Table 9.4.1-1 to provide additional clarification:

Proposed change to Rev. 1 is only partial (i.e., only incorporates parenthetical statement) but does not make necessary distinction that this applies only to dry-bulb and non-coincident wet-bulb temperatures and not the coincident wet bulb temperatures. Proposed change is inconsistent with Applicants response to Question 02.03.01-6(c) stating that the coincident wet-bulb temperature represents the mean of values that occurred coincident with the indicated dry-bulb temperature. That statement was incorporated in Section 2.3.1 (Para. 5) between Rev. 0 and Rev. 1.
: c. The RAI response states the coincident wet-bulb temperature value represents the mean of the collected wet bulb temperatures that occurred coincident with the indicated dry-bulb temperature. Consider the following changes to provide additional clarification:

Further, consider reorganizing tables in Items (c)(1) to (c)(5) to either list maximum dry-bulb and coincident wet-bulb temperatures as a pair of related values or place the coincident wet-bulb temperature below and indented from the maximum dry-bulb temperature. Follow by non-coincident wet-bulb temperature and minimum dry-bulb temperature.
