Completeness Review for "NuScale Control Room Staffing Plan" Topical Report Rev. 0 Date: Tuesday, July 14, 2020 6:54:00 PM

Jim, As I informed you on Friday July 10, 2020, we have completed the completeness review of the "NuScale Control Room Staffing Plan" Licensing Topical Report (LTR) Rev. 0 (TR-0420-69456) submitted to the NRC on June 11, 2020. Based on our evaluation, we have determined that the LTR provides sufficient technical information for the NRC staff to conduct a detailed technical review. If the NRC staff needs additional information to complete its review, we will issue formal requests for additional information (RAIs).

At this time, we are unable to commit to a 12-month review and approval timeframe you requested due to the potential policy issue involving the elimination of the Shift Technical Advisor (STA) position. If the proposed elimination of STA position does not involve policy issues, then we would plan to issue the advanced safety evaluation report to ACRS by February 15, 2021, and to brief ACRS by March 31, 2021. We would expect NuScale to issue the Approved version by May 31, 2021. If the proposed elimination of the STA position does involve policy issues, we expect as much as 6 months to be added to the review time.

If the proposed elimination of STA position does not involve policy issues, then the NRC staff estimates that conducting a detailed safety review of this LTR will require approximately 500 staff-hours, including project management time. This estimate is based on RAIs with a 30-day NuScale response time, with the initiation of a NuScale RAI review timeline that starts upon draft RAI receipt. The estimate also assumes three meetings between the NRC staff and the NuScale staff to discuss the LTR review, an audit that is currently planned for the week of August 24, 2020, and presentations to the ACRS. This estimate is based on the NRC staffs cursory review for sufficiency and completeness. The level of effort could change once the NRC staff delves into matters of technical and/or policy merit during the detailed safety review of the LTR. Similarly, the schedule could change if additional rounds of RAIs are needed, or if the ACRS declines to review the LTR.
