ISSUES WITH TECHNICAL SPECIFICATION TASK FORCE TRAVELER TSTF-505, REVISION 1, "PROVIDE RISK-INFORMED EXTENDED COMPLETION TIMES-RITSTF INITIATIVE 4B" The purpose of this letter is to inform licensees with a risk-informed completion time (RICT) license amendment request under review or those who may intend to submit an RICT license amendment request, that the U.S. Nuclear Regulatory Commission (NRC) has suspended approval of the subject Technical Specification Traveler.

The NRC staff communicated this action to the Technical Specification Task Force via letter dated November 15, 2016 (Agencywide Documents Access and Management System Accession No. ML 16281A021).

This letter also contains a summary of concerns that the NRC staff has identified during review of plant-specific license amendments requesting adoption of the Traveler.

As indicated in the letter, the NRC staff will continue to review those applications that are currently under review as plant-specific licensing actions. Additional interactions with licensees will continue to evaluate site-specific proposals to address the identified concerns.

The NRC staff will communicate ongoing efforts affecting the in-house applications, and will issue requests, if needed, to individual licensees to resolve any outstanding informational needs. If you have any questions on this matter, please contact your assigned plant Project Manager.

ISSUES WITH TECHNICAL SPECIFICATION TASK FORCE TRAVELER TSTF-505, REVISION 1, "PROVIDE RISK-INFORMED EXTENDED COMPLETION TIMES-RITSTF INITIATIVE 4B" The purpose of this letter is to inform licensees with a risk-informed completion time (RICT) license amendment request under review or those who may intend to submit an RICT license amendment request, that the U.S. Nuclear Regulatory Commission (NRC) has suspended approval of the subject Technical Specification Traveler.

The NRC staff communicated this action to the Technical Specification Task Force via letter dated November 15, 2016 (Agencywide Documents Access and Management System Accession No. ML 16281A021

). This letter also contains a summary of concerns that the NRC staff has identified during review of plant-specific license amendments requesting adoption of the Traveler.

As indicated in the letter, the NRC staff will continue to review those applications that are currently under review as plant-specific licensing actions. Additional interactions with licensees will continue to evaluate site-specific proposals to address the identified concerns.

The NRC staff will communicate ongoing efforts affecting the in-house applications, and will issue requests, if needed, to individual licensees to resolve any outstanding informational needs. If you have any questions on this matter, please contact your assigned plant Project Manager.
