Regarding site security you first need to understand that Zion is subject to various security requirements depending on where on the site an individual may be. The ISFSI is protected by a security plan that is intended to meet 10 CFR Part 73 requirements.

Part 73 prescribes requirements for the establishment and maintenance of a physical protection system which will have capabilities for the protection of special nuclear material at fixed sites and in transit and of plants in which special nuclear material is used. The Zion security plan protecting the ISFSI has been reviewed and approved by the NRC security staff. The majority of the Zion site does not have any special nuclear material and is protected by a combination of a 10 CFR Part 37 security plan and general industrial security.

Part 37 provides the requirements for the physical protection program for any licensee that possesses an aggregated category 1 or category 2 quantity of radioactive material listed in Appendix A to Part 37. These requirements provide reasonable assurance of the security of category 1 or category 2 quantities of radioactive material by protecting these materials from theft or diversion.

Specific requirements for access to material, use of material, transfer of material, and transport of material are included.

General industrial security is designed to protect the public from exposure to radioactive materials and any other site hazards and to protect the licensee's physical assets. Consistent with the above, access to the site to observe most of the decommissioning activities only requires access to the industrial security part of the site. Most of the site does not require the level of background checks and security clearance that would be required to enter the ISFSI or access the Part 37 materials.
