D-Comparison ofcomponent designagainstactualperformance basedonstartuptestingcompleted todateinaccordance withSectionIIIofthisprocedure.

Theindependence oftheverification TaskForceismaintained inseveralways:1-TheEbascoandCEpersonnel performing theverifications willbeindividuals whohavehadnopriorinvolvement inthedesign,.installation, ortestingoftheitemsbeingreviewedorinthereviewselection process.ResumesofTaskForcememberswillbeincludedintheprogramdocumentation.

2-TaskForcememberswillbelocatedseparately fromtheregularProjectteamsandwillcommunicate withtheProjectteamsonlythroughtheProgramCoordinator.

3'Theexistingdesignwillnotbeavailable totheTaskForceduringpreparatioq oftheindependent design.4-Regularstatusreportsdocumenting progressoftheverification programwillbesubmitted inparalleltotheNRC,FPL,EbascoandCE.

1EVP-001/SL-2 REV.006/23/82II-Selection Process-Theselection ofitemstobereviewedbytheTaskForcewillconsistofthefollowing steps:1-Adetermination byFPLofallcandidate items(components orisolatedsectionsofasystem).2-Anappropriate divisionofthecandidate itemsintoseparategroupsbyFPL,asoutlinedbelow.3-Arandomselection byFPL,fromthesegroupsofcandidate items,ofeight(8)specificitemstobeverifiedbytheTask'Force.Thecandidate itemsincludeall"majorcomponents" which:1-areimportant tosafety,and2-havemulti-discipline interfaces Thecandidates willbedividedintoA/EandNSSSitems,andatleasttwo(2)NSSSitemswillbechosen.Thecandidates willalsobedividedbymajordisciplines asfollows:1-Civil/Structural 2-Mechanical 3-Electrical 4-Heating,Ventilation andAirConditioning (HVAC)5-Instrumentation andControlAtleastoneitemfromeachdiscipline willbeselected.

Thegeneralboundaries oftheitemstobereviewedwillinclude:1-Thecomponent supportand/orfoundation systemincluding itsinterface withthebuildingstructure.

2-Pipingupanddownstreamtothefirstsupportlocations.

3-Localpowersupply,instrumentation andcontrols.

Specificboundaries willbeestablished bytheTaskForceaftertheitemshavebeenselected, and'omponent-specific boundarysketcheswillbeprepared.

III-EnineerinVerification ProcesstEVP-001/SL-2 REV.006/23/82A-TaskForceActivities TheTaskForcewilldetermine thedesigninputsconsidered necessary toperformanindependent designreviewfortheitemsselected.

Utilizing thelatestdesigninputs,inde-pendentcalculations andsketcheswillbegenerated andcomparedwiththeexistingcalculations anddrawings.

Differences betweentheindependent andexistingdesignswillbedocumented andanalyzed.

Ifthedifferences aredetermined tobeacceptable, therationale willbedocu-mentedandthedesignreviewphaseconsidered complete.

Ifthedifferences cannotberesolved, theprocedure out-linedforunresolved itemsinSectionIII.B.1hereunder willbefollowed.

Uponcompletion ofthedesignreviewphaseforaspecificitem,theindependent fieldinstallation verification phasecanproceed.TheTaskForcewillobtaincopiesofthelatestdrawingsandotherdesigndocuments usedtoinstalltheitemandwillperformanin-placeexamination toverifytheas-builtinstallation, againstthosedrawingsanddocuments.

Differences willbedocumented andanalyzed.

Ifthedifferences are.determined tobeacceptable, therationale willbedocumented andthefieldinstallation verification phaseconsidered com-plete.If'hedifferences cannotberesolved, theprocedure outlinedinSectionIII.B.1willbefollowed.

Uponcompletion ofthefieldinstallation verification phaseforaspecificitem,theindependent start-upoperation verification

.phasecanproceed.TheTaskForcewillobtainallapplicable performance documents notpreviously providedinadditiontopertinent start-upprocedures andstart-uptestdatacompleted todate.Acomparison willthenbemadeofthedesignrequirements versusactualperformance basedonthestart-uptestingcompleted todatebyPlantOperations.

Differences willbedocumented andanalyzed.

Ifthediffer-encesaredetermined tobeacceptable, therationale willbedocumented andthestart-upoperation verification phaseconsidered complete.

Ifthedifferences cannotberesolved, theprocedure outlinedinSectionIII.B.1willbefollowed.

4-TaskForceactivities outlinedabovearedepictedontheflowcharts(Attachments A2throughA5).

documented, andtransmitted totheReviewCommittee forresolution.

TheReviewCommittee willconsistoftheFPLEngineering ProjectManager,FPLProgramCoordinator, EbascoProjectEngineer, CEProjectManager,andtheTaskForceManagers.

Technical supportwillbeprovidedasnecessary'y FPL,EbascoandCEProjectteampersonnel.

(SeeAttachment A1.2)ShouldtheReviewCommittee determine throughitsownreview-supplemented asnecessary bysupportfromtheProjectteam-thattheunresolved item(discrepancy) isactuallyacceptable, therationale willbedocumented andtheitemrecycledtotheTaskForceforitsagreement andcontinuation oftheverification procedure.

Following Projectteamdetermination of,thecorrective actiontobetakenforeachfinding,andobservation, butpriortoactualimplementation, TaskForceconcurrence willbeobtained.

Thiswillenable'the TaskForcetoassureitselfthatallaspectsoftheunresolved itemitoriginally identified havebeenaccounted for.
