I enjoyed speaking with you today. I'm contacting y ou to let you know about an amendment to the operating license for Hope Creek that the NRC is close to issuing. We expect to issue in the next 3 weeks (prior to November 10).

Hope Creek has request to modify its license in accordance with new NRC-approved guidance to allow the extension of the Type A reactor containment testing interval from one test in 10 years to one test in 15 years; and extension of the Type C test interval up to 75 months. This amendment consists of changes to the Technical Specifications (TSs) in response to an application dated October 7, 2016, as supplemented by letters dated March 27, and July 13, 2017. The amendment modifies the HCGS TS 6.8.4.f "Primary Containment Leakage Rate Testing Program" by deleting the exemption in item a.

that allowed a one-time extension (by letter dated April 16, 2003), and requiring compliance with Nuclear Energy Institute (NEI) topical report NEI 94-01, Revision 3-A, "Industry Guideline for Implementing Performance-Based Option of 10 CFR [Title 10 of the Code of Federal Regulations] Part 50 Appendix J," instead of Regulatory Guide 1.163 "Performance-Based Containment Leak-Test Program." This change will allow HCGS to extend the Type A reactor containment test interval, required by 10 CFR Part 50 Appendix J, from one test in 10 years to one test in 15 years, and extension of the Type C test interval up to 75 months, with a permissible extension period of 9 months (total of 84 months) for non-routine emergency conditions.
